SCOPE

General Description The purpose of this position is to provide support to National Nuclear Security Administration (NNSA) Capital Projects for, Environment, Safety, Health, Quality and Waste Management (ESHQ/WM) Programs throughout the totality of the NNSA Capital Projects. This support is in the form of safety oversight for all assigned projects and supporting the agencies. This support ensures each job is completed safely, within cost and schedule requirements. Safety is a primary responsibility for all employees working on and off SRS. Subcontractor shall obtain safety training, obey safety rules, and make safety an integral part of each task. ESHQ/WM is responsible for ensuring NNSA activities are conducted in accordance with all applicable state and federal environmental regulations, and U. S. Department of Energy directives and Orders. Program management duties are performed in a strategic manner to meet regulatory requirements for existing and potential new missions.

WORK REQUIREMENTS

Performance Requirements: Provide support to NNSA Capital Projects mission being performed by Savannah River Nuclear Solutions (SRNS), LLC. The primary focus of these support efforts will be to assist in the development, preparation and operation of the safety processes associated with NNSA Capital Projects. SRNS will draw on the support personnel s experience and expertise. Personnel must ensure inclusion of all necessary health and safety program needs related to program materials, hazardous materials, occupational injury/illnesses, and OSHA regulations.

Duties

  • Advise on Health and Safety evaluation, compliance, and suggestions for improvement
  • Demonstrate understanding of OSHA and DOE Health and Safety expectations and implementation
  • Review Assisted Hazard Analyses (AHAs), work packages, and other materials.
  • Consult with management on all safety and health matters.
  • Assess organizational safety and health requirements.
  • Conduct safety inspections.
  • Provide training and evaluation of other safety related employees.
  • Assist in the development of Health and Safety Program Materials.
  • Perform technical document reviews in support of regulatory strategy development for existing and potential new missions.
Subcontractor shall be responsible for the management and execution of assigned programs/projects in accordance with the requirements of SRNS, and the operating policies and principles. The Subcontractor is accountable for the execution of the work in accordance with the quality standards and required specifications for the project. Experience / Skills
  • Experience conducting safety inspections in the industrial and field settings
  • Experience in hazard analysis processes and related documentation
  • Experience in reviewing and implementing OSHA standards and other health and safety documents
  • Ability to identify and quantify potential hazards/exposures
  • Experience determining applicable limits and implementing control schemes that protect the work force
  • Prior Health and Safety experience at a DOE site is desirable.

SRNS Furnished Material, Equipment, and Services

  • SRNS will furnish material, equipment, or services as necessary to support NNSA Capital Projects. This may include a government computer and/or other electronic devices as deemed required by SRNS technical personnel and to include office space as necessary to conduct work activities under the subcontract. Site Conditions

  • Subcontractor personnel work shall be performed at SRS and various off-site locations. Subcontractor personnel will receive SRS General Employee Training and other training necessary to work at SRS. While on-site, subcontractor personnel shall be required to comply with the SRS Employee Safety

Period of Performance Schedule

  • Work schedule will be a nominal 40-hour work week but can be part-time or with interruption between on-site requirements dependent on the support requirements necessary for the project. It is estimated that each standard year will consist of two- thousand and eighty
