Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). We are searching for a skilled and motivated Project Manager for the Mission Facilities Division within the Enterprise Infrastructure Programs (EIP) Directorate. The primary responsibility of this position is Program Management of the budgets and asset management strategies for the Joint Actinide Shock Physics Experimental Research facility, the High Explosives Facilities (HEF), consisting of both Baker and the Big Explosives Experimental Facility (BEEF), and the Enhanced Capabilities for Subcritical Experiments (ECSE) Support Facilities consisting of the Z-Pinch Experimental Broad Research Area (ZEBRA) Area 11 Complex, the ECSE Support Laboratory (Building 6-922) and Building 6-904.

Key Responsibilities

Manages small projects (<$5M TPC) Direct NA-90 Operations and Maintenance Program budgets for JASPER, HEF, and ECSE Support Facilities with careful evaluation of labor, materials, and subcontract spending. + Responsible for all aspects of the project over the entire lifecycle (initiation, planning, executing, monitoring & controlling, and closing).
Work closely and lead routine meetings with Facility Management, Construction Management, Facility Engineering Management, and Maintenance Management to identify infrastructure risks and projects to modernize the facilities, with a focus on near, mid, and long term plans. Lead annual Task Planning and FYNSP Programming for JASPER, HEF, and ECSE Support Facilities. Identify new projects for additional funding and execution. Manage projects in accordance with established company procedures that control project management including project management best practices and processes, planning, phase gate reviews, estimating, schedule development, work authorization, monitoring project performance, EVMS reporting, controlling the project baseline and change control. Establish and manage subcontracts to meet facility and program objectives. Initiate and advocate for new projects in support of the assigned mission facilities. Actively engage as the Mission Facilities point of contact on integrated project teams for facility project funded outside of NA-90 budgets, including SEO Missions and other Defense Program work. Evaluate alternatives and identified solutions using systematic, multi-step approaches. Proactively develop and implement strategies to identify and mitigate program risk. Actively monitor and address customer satisfaction. Work with team members and stakeholders, having differing needs and expectations, to achieve project and program objectives. Effectively use communication skills in executing program management responsibilities. Other program management support goals of the Mission Facilities division, as assigned, to include cross training and understanding and learning of several aspects of Mission Facilities Asset Management programs.

Bachelor's degree in a related field or equivalent training and experience and at least 5 years' related professional experience. Previous project management experience and responsibilities should include: + Managing small projects (<$5M TPC) and project teams (<10 people) through representative project lifecycle phases;
+ Defining, planning, executing, monitoring, controlling, and successfully completing discrete elements of scope in compliance with defined schedule, costs, risk, and quality constraints;
+ Maintaining satisfaction of stakeholders with differing needs and expectations;
+ Managing communications between project stakeholders and team members;
+ Identifying and complying with project requirements in development of products and deliverables;
+ Managing the project team in successfully achieving project scope, schedule, and cost objectives.
Possess excellent oral and written communication skills and an ability to effectively interface with all levels of the organization and lead technical discussions. Ability to synthesis, analyze, draw conclusions, and make recommendations from data. Ability to maintain satisfaction of stakeholders with differing needs and expectations. Critical Thinking & Problem Solving: Evaluates alternatives and identifies solutions using systematic, multi-step approaches. Develops innovative solutions that improve project performance. Collaboration: Facilitates discussion and resolves conflicts within the Integrated Project Team (IPT) and with stakeholders. Establishes trust among IPT members. Builds and uses cross-functional relationships to accomplish tasks. Establishes and manages effective large (20-100 people) IPTs. Maintains and effectively leads the IPT. Achieves customer satisfaction. Coaches and motivates team members while promoting team interaction. Delegates responsibility appropriately. Uses collaborative skills to resolve conflicts and create productive partnerships. Mentors other less experienced Project Managers by consulting and providing advice. Decision-Making: Demonstrates effective decision-making skills, including knowledge of how and when to escalate issues to higher levels. Analyzes the risks and future impact of decisions. Uses cost- benefit analysis in decision-making. Guides staff and the IPT in learning and applying effective decision-making approaches. Participates in strategy development at the program level. The primary work location will be at the Losee Road facility in North Las Vegas, Nevada. Work schedule will be 4/10s Monday through Thursday (subject to change). Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing. Must possess a valid driver's license.
MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 , "Workplace Substance Abuse Programs at DOE Sites," will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Annual salary range for this position is: $98,592.00 - $147,888.00.


Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
