Leidos is hiring a Senior Software Developer on the ESA V program in Washington DC or Martinsburg, WV. ESA V is an IT applications and infrastructure services program supporting several customers within the Department of Justice (DOJ), including the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). The program provides a range of IT services, including software application support, enterprise infrastructure support, service desk, ITSM, deskside support, workstation engineering and maintenance, telecommunications and mobility engineering services, managed print services, Active Directory services, and video conferencing.

The program has a DevOps team which provides software development and operations and maintenance support for a variety of ATF software systems and custom software applications; these needs are growing and we are expanding this team. This position will provide software development and maintenance support to the ATF customer for primarily the Bomb Arson Tracking System (BATS) but also support 2 imaging systems: Electronic Trace and Workflow Reporting System (ETOWRS) and Electronic Content Management (ECM) as well as the Bomb Arson Tracking System (BATS).

The BATS application is a web-based case management system built on .Net with a SQL backend that provides access to investigative data to law enforcement agencies. ETOWRS is a case management system for the firearms tracing workflow and is connected to several databases. The candidate hired for this position will be responsible for working with the imaging administrators to keep the system running and for planning/executing connection of ETOWRS to connected databases when they are moved. ECM is a repository used by the ATF to perform firearms traces. The candidate hired for this position will be responsible for ensuring that that these systems continue to run successfully and providing support to users for any issues.

This position is virtual, but the selected candidate must be based in the greater Washington DC or Martinsburg, WV area to enable rapid on-site support to customers in the area as needed. Travel to an on-site customer location is expected less than 10 times per year.

Candidate selected will be subject to a Government Public Trust security investigation and must meet eligibility requirements for access to the customer\xe2\x80\x99s information. Current clearance is not required, but selected individual cannot start the assignment until the required security clearance is granted by the customer. This process is currently taking 10+ weeks.

Responsibilities:

  • Develop and maintain software applications using Agile software development techniques
  • Consult with the business process owners, customers, users and constituents to develop and analyze customer requirements
  • Collaborate with members of project teams to ensure successful, technically sound projects which are completed on time and on budget
  • Support software application operations and maintenance
  • Perform application testing
  • Create and maintain application documentation, including migration plans, implementation plans, test plans, and user story updates.
  • Leverage DevOps tool stack to build, inspect, deploy and test the applications.
Required Qualifications:
  • Bachelor\xe2\x80\x99s degree with 8+ years of prior relevant experience or Masters degree 6+ years of prior relevant experience. High school diploma with additional experience may be considered in lieu of a degree.
  • Software Development Experience with HTML & CSS
  • Experience with Web Services & Frameworks including REST and SOAP
  • Experience with JavaScript Object Notation (JSON)
  • Experience with Records Management
  • Experience with OpenText Case360
  • Experience with DB Query Languages including Oracle PL/SQL and Microsoft T/SQL
  • Experience with JavaScript frameworks like Node.js, React or Angular
  • RedHat Enterprise Linux (RHEL) Experience
  • Experience with API Testing tools including SoapUI, Postman and JMeter
  • JAVA and JAVA Script Experience
  • Experience with Microsoft SQL server or any other RDBMS
  • Experience with XML technologies
  • Experience with Oracle Database Management and SQL optimization
  • Experience with Digital Imaging system equipment (IBML ImageTrac (5), Kirtas Skyview scanners (2)).
  • Experience with Client/Server Architecture

Desired Qualifications:
  • Experience with Amazon Web Services (AWS) Technologies
  • Experience with Build tools such as Ant, Maven and Gradle
  • Experience with Docker, Kubernetes and OpenShift
  • Experience with software development tools such as GitLab, Jenkins, Nexus Repository and CloudFormation
  • Experience with software scanning tools such as SonarQube and Tenable, and experience fixing Security Scan findings
  • Experience with Integrated Development Environments (IDEs) such as Eclipse, JDeveloper and VS
  • Experience with Relational Database Microsoft SQL Server or higher
  • Experience with Application Server operations, including WLST and JBoss
  • Government contracting experience, particularly with the DOJ
  • DOJ Clearance
Salary range for this position: $125,000 - $135,000

Pay Range: Pay Range $97,500.00 - $176,250.00
