Job Description

Under the general direction of the District Division Chief of Construction, the Senior Landscape Architect/Construction Engineer (CE) is responsible for the administration/delivery of large, complex construction projects or multiple smaller projects assigned to Resident-Engineers and the District Construction Storm Water Coordinator (DCSWC). The CE is responsible for managing all assigned landscape projects in District 11 and must ensure that all assigned projects are completed in accordance with the approved scope, on schedule, and within budget. The DCSWC is responsible for managing the Storm Water Pollution Prevention Plan (SWPPP) Program for all contracts in District 11. Supervises field engineering and landscape architecture employees performing contract administration and SWPPP work on large, complex field projects or multiple smaller projects, ensuring projects are in conformance with all applicable laws, specifications and plans. Incumbent serves as the Supervisor to a multi-disciplinary team.

While at the base of operation, the incumbent works in a climate-controlled environment in an office building or field office with artificial lighting. Travel throughout the State for occasional field reviews may be necessary. While in the field, the incumbent may be exposed to dirt, noise, dust, chemicals, uneven surfaces, various weather conditions, and in close proximity to traffic. All safety policies must be adhered to. The position is subject to irregular work shifts.

Possession of a valid Certificate of Registration as a Landscape Architect issued by the California Board of Landscape Architects required. Possession of a valid driver's license is required when operating a State owned or leased vehicle.

The Statement of Qualifications (SOQ) is required to be considered for an interview. Failure to include and complete the SOQ may result in disqualification for interview. The SOQ must be no more than two pages in length, typed in 12-point Arial font, and single-spaced. It should address the following items:Describe your knowledge and experience in effectively managing complex and highly visible construction projects. Please include any relevant experience related to project management and resource management principles. Describe your experience in directing the work of a large staff administering the work on State Highway construction projects. Describe your experience managing construction projects, including your knowledge of procedures, standards, policies, and practices. Describe your skills in analyzing, problem-solving, and adopting effective courses of action. Provide any relevant experience related to developing innovative ideas and recommending solutions for improvements. Describe your experience collaborating with a team and external stakeholders; describe your experience to identify, communicate, and resolve complex or politically sensitive construction issues. Describe your knowledge and experience communicating with internal and external customers, including communicating direction to staff, contractors, and functional units.
