Under the direction of the Vegetation Management Senior (Senior Environmental Scientist Supervisor), the Senior Environmental Scientist Specialist is the lead scientist responsible for research, investigations, and environmental reviews for preparation of regulatory and compliance documents for various transportation and vegetation management related projects.The incumbent acts as the lead environmental liaison for the Office of Natural Resources Management HQ and the District 02 Maintenance Program. The incumbent must have a thorough understanding of comprehensive environmental policy, procedures, guidance, and checklists for regulatory compliance of vegetation management under the National Environmental Policy Act (NEPA), the California Environmental Quality Act (CEQA), and other applicable State and Federal laws, policies, and regulations. This knowledge will be used to coordinate with and advise upper management staff, divisions, and departments within Caltrans and external agencies on increasing the pace and scale of vegetation management and the laws associated, as well as aligning with and achieving Division and Department strategic goals. The incumbent will be expected to develop and direct implementation of best management practices (BMPs) on a variety vegetation management treatments. The incumbent acts as the lead scientist for applying scientific methods and principles to identify and resolve environmental challenges specific to the district, program, or statewide biological resources. The incumbent must conduct scientific investigations and deliver environmentally responsible planning solutions to achieve the Department's goals for safety, wildfire adaptation, and environmental stewardship. This will also include updating and reviewing policy, procedures, plans, and guidance for effective vegetation management planning, coordination, and regulatory compliance. The incumbent must also assess and provide solutions for impacts to biological resources, community impacts, traffic impacts, and catastrophic wildfire hazards. The incumbent takes lead responsibility for special projects and program areas and helps administer department policies and procedures. The incumbent is responsible for writing and management vegetation management contracts. The incumbent acts as a mentor to lower-level staff and oversees consultants as applicable. Occasional travel and overnight stays may be required. A California Driver's License is required.
