ABOUT US:

TCWD, a division of the Tennessee Hospital Association (THA), seeks to improve the health of Tennesseans by guiding healthcare workforce development. TCWD\'s programs include: recruiting and placing primary care physicians, nurses and allied health professionals in shortage areas, providing incentive money to medical residents in exchange for a commitment to serve in an underserved area, providing funds to hospitals and health centers to attract qualified caregivers, matching medical residents with rural rotations, addressing the issues that cause nurses to leave hospital based employment and educating Tennessee students about the healthcare professions.

JOB SUMMARY:

The Senior Director, TCWD uses comprehensive understanding of the mission and goals of the Tennessee Center for Health Workforce Development (TCWD) and the Department of Workforce Strategies and Rural Health to manage day\xe2\x80\x93to-day operations, design and implement new incentives, and assist the Vice President of Workforce Strategies and Rural Health (VP) with long-range strategic planning.

ESSENTIAL FUNCTIONS OF THE JOB:

1. The ability to adapt to a changing work environment and meet challenges presented throughout the day

2. Operations

a. Primary management of the operations of TCWD

i. Supervise the daily activities of TCWD

ii. Oversee and direct all TCWD Board of Directors, committee and other governance meetings

iii. Develop and oversee the department budget, staff responsibilities, calendar and resources to ensure organizational goals are met

iv. Develop various TCWD initiatives, provide leadership and manage their execution. (with the VP)

v. Develop and manage annual departmental goals and track progress periodically

vi. Assess and approve contracts received by or generated within TCWD

b. Develop TCWD\'s long-term strategic plan for growth into workforce development areas.

i. Implement technology and project management platforms to streamline workflows and capture workforce data

ii. Cultivate relationships with workforce industry stakeholders to maximize TCWD\'s exposure as a healthcare workforce development thought leader

iii. Utilize departmental resources to develop partnerships with educators and healthcare employers

iv. Plan and execute strategic planning sessions with the TCWD Board of Directors

c. Oversee TCWD\'s initiatives, including the Residency Incentive, Practice Site Incentive, Psych Nurse Practitioner Student Incentive, TCWD Achievement Awards, and any additional incentives or initiatives developed later

d. Manage personnel

i. Supervise and provide day-to-day management of direct reports

ii. Communicate and maintain a clear understanding of staff\'s assigned initiatives and their progress on them

iii. Train, coach and/or provide professional development opportunities when appropriate

iv. Oversee hiring and onboarding of new TCWD employees

3. Marketing, Branding, Social Media and Website

a. Develop a marketing plan for TCWD, including strategy, internal/external partners, approval of published materials and approval of website design and edits

b. Determine TCWD\'s annual conference schedule, including goals and staff attendance

4. Oversight

a. Ensure all departmental accountabilities are addressed, including:

i. Ensure adherence by each incentive program to contractual provisions

ii. Oversee contracting process with the state Graduate Medical Education (GME) programs and the State of Tennessee Bureau of TennCare

iii. Ensure that reports required by initiative grants are produced and distributed

5. Must be available in the office during regular office hours unless hybrid work arrangement is in place or job responsibilities require otherwise

6. Must be available for out-of-town travel approximately 20 percent of the time, be able to drive an automobile and maintain a valid driver\'s license

MARGINAL JOB FUNCTIONS:

1. Contribute to the sustainability of TCWD

a. Stay abreast of issues and resources that affect workforce development on the federal and state levels

b. Participate in committees, webinars and conference calls that pertain to workforce issues

c. Attend selected state and national meetings relevant to healthcare workforce and/or the referral and placement of healthcare clinicians in underserved areas

d. Assist with researching, writing and editing of approved grant requests

ORGANIZATIONAL STRUCTURE: (Positions reporting directly to this position and their areas of responsibility)

Workforce Network Development Director, TCWD: Primary responsibilities are (1) working with existing workforce networks affiliated with both THA and TCWD and facilitating the formation of relationships with new entities and organizations that support the mission of TCWD/THA; (2) providing oversight of the TCWD Nursing and Pipeline Initiatives, Rural Rotation Program and TCWD Achievement Awards; (3) performing medical resident recruiting, retention and placement activities; (4) developing workforce strategies for addressing healthcare professional shortages and (5) leading grant applications and white paper development. All of these activities help maximize access to primary care in rural and underserved Tennessee communities.

Program Manager, TCWD: Oversees the Residency and Practice Site Incentive Programs, launches new initiatives and services as needed and contributes to TCWD\'s nursing and pipeline initiatives. In addition, the PM identifies and maintains strategic partnerships in support of TCWD goals and increases statewide community engagement.

Educational and Experience Requirements Needed to Perform the Duties of the Job:

1. Bachelor\'s degree required

2. Minimum of five years of relevant professional experience

3. Experience working in the healthcare field preferred

4. Project management certification or relevant experience preferred.
