Position Title: Self-Sufficiency Specialist II

Reports To: Benefit Programs Supervisor or Manager


FLSA Status: Non-Exempt


Position Summary



The Self-Sufficiency Specialist II is a full-performance level position responsible for administering a variety of benefit programs that help individuals and families achieve and maintain self-sufficiency through employment and supportive services. This role primarily focuses on the Temporary Assistance for Needy Families (TANF) program and the Virginia Initiative for Employment and Work (VIEW), while also requiring knowledge of other programs including Child Care, Medicaid, Supplemental Nutrition Assistance Program (SNAP), and TANF eligibility.


Employees in this role are part of a team structure, with duties and program specialties assigned based on agency needs and individual strengths. While staff are cross trained in multiple program areas, each typically concentrates on a specific service area.


Key Responsibilities



Conduct assessments to determine clients' employability and help develop individualized self-sufficiency plans. Explain TANF, VIEW, Child Care, SNAP, Medicaid, and other benefit programs to applicants. Complete intake processes and eligibility determinations for financial assistance and employment services programs. Evaluate client circumstances to determine benefit levels using automated systems and manual calculations. Assist citizens with job search activities and facilitate participation in job readiness workshops. Monitor and update client records, employment plans, and progress towards self-sufficiency goals. Identify client needs for childcare and assess eligibility for related programs. Explain rights, responsibilities, and program expectations to clients. Refer clients to appropriate services or community resources based on individual assessments. Recognize potential fraud and report accordingly. Prepare accurate documentation and maintain case files in compliance with state and federal regulations.

General Duties May Also Include



Using established policies and procedures to guide decisions and actions. Exercising sound independent judgment, especially when evaluating social factors influencing eligibility and employability. Performing mathematical calculations, including percentages and averages, to determine benefit levels. Conducting interviews to collect required information and documentation. Maintaining confidentiality and professional ethics in all case management activities. Providing support during emergency events, including shelter duty, as needed.

Knowledge, Skills, and Abilities



Knowledge of:



Public social service practices, especially those related to benefit and employment services. State, local, and federal policies governing benefit eligibility and employment programs. Economic conditions and basic human behavior influencing employability. Financial assistance programs including TANF, SNAP, Medicaid, and Child Care services.

Skill in:



Operating personal computers and using agency software systems. Conducting interviews, gathering information, and documenting findings. Applying mathematical reasoning to determine benefit levels.

Ability to:



Communicate clearly and effectively, both orally and in writing, with diverse individuals and professional groups. Evaluate client needs and independently develop employment or service plans. Analyze and interpret data from various sources to identify gaps or inconsistencies. Maintain accurate case records and reports using automated technology. Handle sensitive information with discretion and maintain professional boundaries. Collaborate effectively with clients, team members, other agencies, and community partners.

Minimum Qualifications



Education: High school diploma or GED. Experience: Experience in eligibility determination and employment services is

preferred

. Training: Completion of required training in Benefit and Employment Services Programs OR a combination of education, training, and related experience that provides the required knowledge, skills, and abilities.

Special Requirements



o Must possess a

valid Virginia driver's license

and maintain a driving record that meets agency standards.


o Pre-employment background checks include:


o DMV driving record


o Central Registry and criminal history search


o Fingerprint check (State Police & FBI)


o Employment and education verification


o Additional checks as deemed necessary


Work Environment



o This is an

in-office position, though occasional telecommuting may be optional or required, as determined by the Agency Director.



o In the event of an emergency or natural disaster, staff may be required to serve in

emergency shelter operations
