MDHA serves Nashville and Davidson County. Its mission is to create affordable housing options, support neighborhoods, strengthen communities, and help build a better Nashville.


MDHA employs over 300 staff members, has a budget of $185 million, and houses approximately 30,000 people, primarily through nearly 8,000 Section 8 Vouchers and over 6,800 apartments, which are mainly Project-Based Rental Assistance (PBRA) units, at 39 properties. MDHA is a housing authority, a community development agency, and a redevelopment agency.

Position Summary




Under the direction of the Assistant Director of Rental Assistance, to provide lead support to staff who determine the eligibility of applicants and participants for all programs administered by the Rental Assistance Department; to provide support in various procedures relating to initial eligibility, initial lease-ups, re-examinations, transfers, terminations, reporting of program activity and do related work as required.

Duties and Responsibilities



Program Management



+ Serves as team leader and is the primary point of contact for questions and issues related to the assigned team + Ensure compliance with HUD regulations, agency Administrative Plan, and employee policy
+ Plans assigned team activity and adjust workflow assignments as needed
+ Track and Report on the Workflow of Specialists and FSS Coordinators- when/how interviews are scheduled; when/how initial eligibility is determined; when/how vouchers are issued; when/how new move?ins are processed; when/how annuals and interims are completed; when/how relocations are processed; and when/how move?outs are processed.
+ Works with other PHA's to assist with the transition of residents moving from other jurisdictions with the portable HCV. Collects required information and accurately complete appropriate forms
+ Sets up portability billing in the system to ensure payment to the initial PHA. Processed incoming billing from other PHA to ensure the correct rent is paid on behalf of the tenant. Makes appropriate changes/updates timely and accurately

Staff Supervision





Hire, train, and evaluate housing specialists and clerical staff Coordinate workflow of Specialists in regard to interviews, initial eligibility, vouchers issued, new move-ins, annual re-exams, interim re-exams, relocations and move-outs. Assist specialists when necessary Monitor Specialists and FSS Coordinators for compliance with policy and procedures, noting the results on Quarterly Evaluation form. Develop and implement corrective action plans to address audit findings and ensure the program meets compliance standards Develop and implement performance goals and metrics for employees for annual performance review Provide coaching and ensure adherence to policies and procedures

Client & Landlord Relations



Serve as a point of contact for resolving non-routine or escalated issues and complaints from participants, landlords, and the public Ensure new applicants receive comprehensive briefings that explain program requirements and participants' rights and responsibilities. Addresses questions, issues or inquiries from customers directed at the assigned team

Reporting & Compliance

Employment Standards



Education and Experience Required



Bachelor's degree in business administration, behavioral science, or related field from an accredited college or university plus five years of increasingly responsible experience in subsidized housing or related field. Must have knowledge of data systems such as Yardi, PIC, and Excel Must obtain program certification within six (6) months of hire date. Experience in the Housing Choice Voucher, Tax Credit or other subsidized program is required Must have knowledge of subsidized housing program guidelines and federal, state and local landlord-tenant laws Must have great verbal and written communication skills Must be proficient with Microsoft Office

Knowledge, Skills, and Abilities Required



Regulatory Expertise



Regulations: Thorough knowledge of all federal, state, and local rules governing subsidized housing, particularly HUD's HCV program regulations.

Leadership Skills:



Supervisory skills: Experience with employee coaching, performance management, and conflict resolution. Leadership: Must be able to successfully lead a Team providing direction, setting goals, evaluating processes and related performance to discern accuracy, cycle-time, and overall output/success. Problem-solving: Strong analytical skills to interpret complex policies and identify solutions for program and participant issues.

Communication Skills:



Communication: Excellent written and verbal communication skills for preparing reports, presenting information, and interacting with a diverse group of stakeholders.

Software Knowledge:



Proficiency with computer software for data management, reporting, and general office tasks, including HUD-specific systems like the Enterprise Income Verification (EIV) system.

License Required




Valid Tennessee driver's license, must obtain HCV program certification within six (6) months of hire date;
