Description of Work

This is an INTERNAL POSTING open ONLY for the NC Department of Public Safety\'s current employees and eligible RIF candidates.

This position is pending reallocation to SBI Special Agent in Charge.

This position serves as the Special Agent in Charge (SAC) of the Technical Operations Unit within the Special Operations Division of the North Carolina State Bureau of Investigation (SBI) and is a statewide position. It is a sworn position which will directly supervise and coordinate investigations in the Technical Operations Unit. Duties include, but are not limited to, investigative assignments involving complex, intensive and sensitive SBI investigations. The position is a professional administrative position using the authority, jurisdiction and resources of the SBI to assist local, state, federal law enforcement agencies and judicial officials exercise the statutory original jurisdiction of the Department. The SBI Technical Operations Unit includes the Technical Services Unit (TSU) and the Criminal Apprehension Team (CAT). Job responsibilities include the following:

  • Develop a strategy and objectives for the unit and will integrate the functions of both programs to support SBI investigations and investigative requests from local, state, and federal agencies.
  • Coordinate investigations by gathering and analyzing applicable records and reports.
  • Work closely with other SBI personnel and external partners in the criminal justice community, including task force members.
  • Ensure each program has up to date policies and procedures in place.
  • Coordinate specialized training and development of agents assigned to these programs, including ensuring agents obtain and maintain certifications as required.
  • Ensure agents assigned to these programs have the necessary technical and safety equipment needed for their disciplines.
  • Administer, coordinate and direct the investigative resources of the SBI within the unit to ensure that competent and timely investigations are conducted and reported to the appropriate authorities. This includes providing the supervision of personnel assigned to the unit and functioning as a member of the SBI\'s management team.
  • Provide investigative expertise and special guidance, advice and direction to SBI Special Agents I, II, III and to local, state, and federal law enforcement officers.
  • Ensure agents are properly equipped with SBI vehicles, firearms, credentials, evidence collections equipment and SBI issued supplies.
  • Conduct periodic inspections to determine this equipment is properly maintained by the employee.
  • Maintain a copy of investigative reports, letters, administrative directives and memorandums which relate to investigations conducted by unit agents or administrative affairs of the unit.
  • Responsible for establishing and maintaining close liaison with Federal, State and local law enforcement agencies, providing both technical and investigative assistance to law enforcement agencies upon request.
  • Answer numerous inquires concerning the SBI\'s role in law enforcement and investigative work.
This is a sworn position with and is subject to the Fair Labor Standards Act. The SAC is required to respond on a 24-hour, seven day a week basis and is required to work a 160-hour work period as a minimum. Overtime and on-call duty are required in this position.

As of June 1, 2023, the new salary range will be $76,888 - $138,399.

To qualify for this position, applicants must document on the application that they possess ALL the following:
  • Thorough knowledge of the criminal laws of North Carolina, the methods, procedures and practices used in the investigation of criminal offenses, the principles of securing and identifying a variety of crime related evidence, and the SBI organization and operation.
  • Skill using firearms and tools and equipment involved in evidence collection and preservation effectively.
  • Skill in supervising, coaching, mentoring, hiring, and disciplining employees.
  • The ability to establish and maintain favorable working relationships with other law enforcement agencies and officers.
Minimum Education and Experience Requirements

Bachelor\'s degree from an appropriately accredited institution and six years of law enforcement experience that included having the power to arrest; or an equivalent combination of education and experience.

Necessary Special Qualifications: Applicant must have graduated from the SBI Academy or the next available SBI Academy after hiring and meet any other applicable North Carolina state statutory standards for law enforcement officers.

Selective Criteria: Applicants must have current North Carolina Basic Law Enforcement Certification.

Management Preference: Management prefers applicants with a Bachelor\'s degree from an appropriately accredited institution.
