• Execute and maintain an agency wide comprehensive safety and regulatory compliance program to include all mandated Fire and Life Safety programs, coordinating and evaluating all disaster plan activities, scheduling and conducting safety training for staff, conducting routine safety inspections, recommending safety improvements, accident prevention, and safety training;
• Support a safe and efficient work environment and compliance with a broad range of Federal and State safety and health regulatory requirements;
• Interface with regulatory entities and agencies having jurisdiction over DVA operations and programs including, but not limited to, federal (OSHA, CMS, VA, EPA) and state (DEEP, DPH, DAS, DOL, CONNOSHA, OSFM); and
• Provide and maintain a safe and healthy environment for Veteran patients and residents, visitors, and staff as well as adherence to third-party regulatory agencies.

For over 140 years, DVA has been caring for its veterans and their dependents. As a Department, we believe in "serving those who have served." This is accomplished through our: Office of Advocacy and Assistance, Residential Facility, Healthcare Center, and Cemetery and Burial Services.
The DVA has supported Connecticut Veterans and continues this tradition with Residential and Healthcare programming on our campus in Rocky Hill. There are two paths for residency at the DVA:

• Residential Facility: offers temporary, supportive living with programming designed to return Connecticut Veterans to independent living in the community;
• Sgt. John L. Levitow Healthcare Center: a state-of-the-art medical facility that offers long-term care for veterans with chronic, disabling conditions who require 24-hour assistance.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency this class is accountable for independently performing a full range of tasks in safety inspections, training and coordinating workers' compensation issues involving the evaluation and analysis of occupational safety and health problems and living conditions.
EXAMPLES OF DUTIES

• Coordinates accident prevention activities in agency;
• Conducts routine periodic inspections of agency to ensure compliance with the National Fire Prevention Act (NFPA), Occupational Safety and Health Act (OSHA), The Joint Commission (TJC), Veterans' Administration (VA) and/or other safety, health and sanitary codes and environmental regulations;
• Recommends corrective action for any deficiencies;
• Identifies agency needs in safety and loss control and evaluates effectiveness of implemented safety policies, procedures and guidelines;
• Uses statistics and inspection reports to make recommendations for injury reduction and loss control;
• Investigates accidents and maintains appropriate records;
• Prepares fire evacuation plans;
• Directs, coordinates and evaluates all disaster plan activities;
• Conducts life safety inspections;
• Participates in agency Safety Committee;
• Schedules and conducts in-service safety training for staff;
• Maintains contacts with individuals inside and outside agency who might impact health, safety and workers' compensation issues;
• May serve as agency Fire Marshal;
• May represent agency at workers' compensation hearings;
• May coordinate building security access activities;
• Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Six (6) years of experience in occupational safety and health inspections, risk management or loss control.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

• College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
• A Master's degree in occupational safety, risk management or a closely related field may be substituted for one (1) additional year of the General Experience.
• Successful completion of a Connecticut Careers Trainee program approved by the Department of Administrative Services may be substituted for the General Experience.

PREFERRED QUALIFICATIONS

• Experience with fire and life safety inspections in healthcare occupancies
• Experience conducting Environment of Care Inspections in healthcare occupancies
• Experience applying and understanding of Occupational Safety and Health Act (OSHA) regulations
• Experience with Incident and Emergency Management
• Experience conducting fire drills and evacuation exercises in healthcare occupancies
• experience using Microsoft Office products for letters and reports

SPECIAL REQUIREMENTS

• Incumbents in this class may be required to travel.
• Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator's license.
