Incumbents in this four-level classification series are primarily responsible for operating light equipment, not requiring a commercial driver license, that is used to support road maintenance; serve as flagger, operate hand power tools; perform manual tasks.
Examples of Essential Duties

As a flagger, place and remove temporary traffic control signs, divert, warn and direct traffic around hazards or crews working in roadway.
Operate light equipment not requiring a commercial driver's license, such as pickups, forklifts, small flatbeds, etc. May, on an infrequent basis, operate other road maintenance equipment. Perform pre-trip inspections and minor maintenance on assigned equipment.
Perform heavy manual labor digging ditches; cleaning and installing culverts; loading repair materials; cutting and burning brush; installing and repairing fences, road signs, guard rails, construction warning signs, painting signposts, and brush cutting. Operate hand power tools.
Perform tasks on asphalt patching crew or oiling crew in surfacing or patching roadway surfaces; serve as lever operator, remove loose material, pour asphalt, oil, spread sand or asphalt, hand sweep gravel from areas to be patched.
Serve on on-call status for emergencies.

Requires reasonable knowledge of tools, equipment, materials, practices, and procedures used in road maintenance.
Requires reasonable knowledge of safety procedures.
Requires basic knowledge of maintenance of equipment, and basic knowledge of the traffic laws and safety rules governing operations of motor vehicles and equipment on County roads.
Requires basic knowledge of fundamental traffic control.
Skill in performing specialized work.
Skill in performing maintenance on equipment and materials and safe operation of vehicles, equipment and tools used in area of responsibility.
Able to communicate effectively in oral forms.
Able to estimate time and materials and manage time efficiently.
Able to make decisions independently in accordance with established policies and use initiative and judgment in carrying out tasks and responsibilities.
Able to utilize problem identification and resolution techniques and remain calm and use good judgment during confrontational or high-pressure situations.

QUALIFICATIONS
One-year of experience in the operation of light road maintenance equipment OR a satisfactory equivalent combination of education, experience and training.
Must possess a valid Oregon driver's license at time of appointment and maintain an acceptable driving record.

SUPERVISORY CONTROLS OF THIS POSITION
The employee works under the supervision of a district supervisor. Recurring, routine assignments are independently performed by employee on the basis of past experience. Employee estimates time and materials and manages time efficiently. Employee uses initiative and judgment in completing routine assignments and interpretation of general administrative or operational policies and procedures is sometimes necessary. Significant deviations require prior approval. Work is checked at completion of projects. Employees may or may not work in proximity of supervisor.
GUIDELINES
Work is governed by established federal, state, and county statutes, rules, regulations, and ordinances and standard trade practices. Equipment operation and maintenance guidelines have been established and must be followed. Employee must use judgment to select the appropriate guideline in light of the circumstance of the project or assignment. The supervisor provides guidance on unusual situations.
PHYSICAL DEMANDS AND WORK ENVIRONMENT
Work requires sustained lifting of 30-50 pounds and a high level of stamina for sustained strenuous exertion. Work requires bending, climbing, crawling, stretching, pulling, pushing, standing, twisting, and walking. There is common exposure to dust, pollen, poison oak, traffic, and fumes. There is frequent exposure to situations where there could be injury or loss of life due to moving equipment and/or traffic. The risk can be substantially controlled but not eliminated by safety precautions. Work is performed in adverse weather conditions such as snow, rain, flooding, summer heat, etc. Extensive driving is required.
