RHTP Program Specialist

to play a pivotal role in the administration and success of our critical rural health programs.

As a Health Program Specialist II, you will be on the front lines of program support. Your decisions and communications will directly affect program economics, policy implementation, and client well-being.

You will be involved in a dynamic mix of activities, including:

Coordination & Communication:

Educating RHTP health care program partners, staff, medical institutions, and the public on rural health program policies, operating procedures, and program eligibility.

Program Development & Monitoring:

Participating in the planning, design, development, and monitoring of health programs or specific program components.

Technical Expertise & Training:

Providing specialized technical knowledge, conducting training, and delivering professional presentations.

Quality Control & Evaluation:

Implementing quality control measurements and evaluating program effectiveness.

Analysis & Reporting:

Auditing, investigating, compiling statistics, analyzing data, assisting with grant writing, developing recommendations, and completing comprehensive reports.

Health Insurance - Public Employee Health Program (PEHP):

3 medical plan options. Choose a Traditional or High Deductible Health Plan. There is an Opt-Out Cash Benefit option for those that have other medical insurance coverage. 5 dental plan options, with an Opt-Out Cash Benefit option for those that have other dental insurance coverage. 4 vision plan options under EyeMed or OptiCare

Retirement - Utah Retirement Systems (URS)

:Employees who have any service credit with an employer covered by the Utah Retirement Systems prior to 7/1/2011 are in the Tier I Public Employees System. Employees hired on or after 7/1/2011 and who have never been in the URS retirement system have two options for retirement in the Tier II System. + Tier 2 Hybrid Retirement System. Employer contributes an amount equal to 10% of your salary between both plans (pension and 401(k))
+ Tier 2 Defined Contribution Plan. Employer contributes an amount equal to 10% of your salary to a 401(k) plan only.
Employer contributions to your 401(k) are vested after four years.

Paid Time Off

:Annual leave and sick leave are accrued at 4 hours per pay period each (4 hours annual, 4 hours sick). Annual leave amounts increase with years of service. We have 12 paid holidays.

PRINCIPLE DUTIES



Typical duties of the Health Program Specialist II include:

Strategic Oversight:

Developing, updating, and managing program plans, priorities, goals, and vision in alignment with agency mission and state statutes.

Financial Stewardship:

Preparing, reviewing, and monitoring the program budget, including revenues, expenditures, and projections.

Compliance & Implementation:

Overseeing the implementation of critical rural health initiatives, ensuring full compliance with federal and state laws, regulations, and agency standards.

Partnership & Negotiation:

Negotiating health program services and fostering collaboration with federal, state, and county agencies, providers, and community-based organizations.

Project Leadership:

Planning and managing complex projects, coordinating assignments, resolving problems, and making key management decisions.

Data-Driven Planning:

Potentially overseeing data collection and analysis to strategically plan and prioritize public health programs.

Team Leadership (Some Positions):

Supervising subordinate personnel, including hiring, delegating assignments, training, and performance evaluation.
