GENERAL DESCRIPTION:
The Wyoming Department of Transportation (WYDOT) is dedicated to delivering a safe, high-quality, and efficient transportation system for the people of Wyoming. We are now seeking a full-time Review Appraiser to join our team in beautiful Cheyenne, Wyoming.
In this pivotal role, you will serve as the authority for reviewing and approving all appraisals and appraisal waivers produced for WYDOT's Right-of-Way program, Local Public Agencies, and other state partners. You will ensure the accuracy and integrity of fair market value estimates, provide expert valuation and appraisal guidance to the Attorney General's Office, and play a key role in shaping the next generation of appraisers by mentoring trainees through the General Certification Process.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed in the job level.
  • Reviews all appraisals and appraisal waivers
  • Reviews all staff and fee appraisers' appraisal reports and appraisal waivers to make sure they have sound logic, have applied appropriate appraisal techniques, conform to Uniform Standards of Professional Appraisal Practice (USPAP), and meet all State and Federal eminent domain /condemnation appraisal requirements
  • Plans, organizes, and supervises field reviews on all appraisals received to determine if they meet department guidelines and have applied acceptable appraisal standards and techniques
  • Prepares necessary supporting documentation regarding the appraisal review
  • Advises and consults with acquisition agents on the legitimacy of landowner requests and appraisals that indicate larger payments than originally authorized
  • Writes narrative review reports explaining why landowners' appraisals, opinions and requests are not acceptable and do not justify an increase in the authorized amount
  • Authorizes payments above that supported by the original appraisal when new data or errors are discovered; new authorization must be supported by sound appraisal theory and techniques and meet department, State and Federal guidelines
  • Assists in the training of new appraisers, including the training of acquisition agents who are cross-training into appraisal and submitting appraisal waivers
  • Assists the Project Manager in directing, supervising, and evaluating staff appraisers and in the hiring of contract fee appraisers
  • Completes Right-of-Way cost estimates for future projects. Performs independent appraisals as needed
  • Advises the Right-of-Way management team on valuation issues
Qualifications
KNOWLEDGE:
  • Knowledge of subject matter related to farm loan and land management procedure and administration, including an in-depth knowledge of applicable rules and regulations and State statutes
  • Knowledge of mapping and spatial technologies
  • Knowledge related to appraisals, deed documents, title work, credit analysis, foreclosure and bankruptcy proceedings, loan servicing and lending protocol
  • Knowledge of Eminent Domain Law, Water Right Law, Real Estate Law, agricultural and business practices, reading engineering plans, mapping, zoning regulations, building codes, subdivision laws and regulations
  • Knowledge of method, techniques, principles and practices of real estate and property and mineral products appraisal
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree
Experience:
1-2 years of progressive work experience in (typically in Appraisal) with acquired knowledge at the level of an (Appraiser Supervisor)
Certificates, Licenses, Registrations:
Certified General Appraiser license required
OR
Education & Experience Substitution:
4-6 years of progressive work experience (typically in Appraisal) with acquired knowledge at the level of an (Appraiser Supervisor)

  • One year of service to WYDOT must be completed; failure to complete this requirement will forfeit the hiring incentive, and funds will be recouped from final pay.
  • Internal candidates would be required to remain in the position for a minimum of one (1) year from their promotion date.
  • Employees would only be eligible for one (1) hiring bonus in a 12-month period.
  • If the employee elects to downgrade through an active recruitment and/or appointment during the twelve (12) month period, they would be required to pay the bonus back.
