Are you interested in facilitating aquatic habitat restoration throughout the Salish Sea? The Washington Department of Natural Resources (DNR) is looking for a Restoration Manager to implement demolition and habitat restoration projects through the Derelict Structures Removal Program (DSRP). In partnership with the other Restoration Managers, under the supervision of the Derelict Structure Removal Program Lead and with guidance from the Restoration Program Manager, this position independently plans, organizes, implements, derelict structure removal projects outlined in the Derelict Structures Bill (SB 5433) passed in 2023. This position is supervised by the Derelict Structures Removal Program Lead and will work closely with them to permit, partner, contract and facilitate removal and restoration. This position will also work closely with the Nearshore Conservation Credit Program to develop piling removal projects to facilitate credits sold in the 5 service areas of the Salish Sea.

Duties

Responsibilities:
The Restoration Manager\'s responsibilities include the following:

  • Manages restoration projects, including planning, developing, budget management, and guiding implementation of restoration projects to meet district, division, and agency objectives.
  • Plans, tracks, and monitors public works contracts for the demolition and removal of derelict overwater structures, manages associated budgets, ensures compliance with contract terms and performing site inspections.
  • Coordinates with appropriate District and region staff to ensure compliance of contracts and partnership agreements including permitting, insurance, cultural resource evaluations, and payment processing.
  • Coordinates with outside agencies, landowners, and other entities to implement restoration projects and priorities.
  • In coordination with Derelict Structure Removal Program Lead, develops and implementing implements creosote piling removal projects to address conservation credit balances in the five service areas of the Puget Sound.
  • Manages and maintains capital assets needed for the DSRP and Restoration Program including trucks, trailers, vessels, submersible remotely operated vehicle (ROV), power equipment, and tools. Ensure equipment is maintained and operated in safe manner.
  • Provides timely communication to other DNR staff and external partners (including Tribal, state, NGO, and federal partners) and conducts education and outreach to the public.
  • Helps to support other district and division activities including habitat stewardship and environmental review of proposed projects affecting state-owned aquatic lands.
Qualifications

Required Qualifications:
  • A bachelor\'s degree in environmental science, natural resource management, real estate, forestry, geography, marine science, other science, engineering, land use or environmental planning, public policy, or other relevant field AND 2 years of work experience in one of the above disciplines.
  • Experience managing multiple complex tasks, setting workload priorities, and completing tasks on time.

Special Requirements and Conditions of Employment:
  • The majority of work is performed in an office or meeting setting with some field work. Field visits involve transport by motor vehicle or boat and include working on or around flowing water (rivers) and marine waters. Foot travel over rough terrain is occasionally required. While in field settings, the position may come into occasional contact with motor fuels and lubricants, herbicides, or creosote.
  • Frequent travel will be required for short periods of time and occasionally may require overnight stays away from home, usually no more than three nights at a time.
Driving is a requirement of the position and often for long distances (up to 300 miles round trip). May require plane, ferry, and automotive transport to various field locations * Within one year of employment, become a Certified Cultural Resource Technician. Training is provided.
  • Within one year of employment, become a certified vessel operator equivalent to the U.S. Department of the Interior Motorboat Operators Certification Course. Training is provided.
  • A valid unrestricted driver\'s license and have two years of driving experience. This position requires driving as an essential function. Finalists and/or interview candidates will be asked to provide a driving record from all states in which they have held a license during the past three years.
Desired Qualifications:
  • Experience with contracts such as small public works, public works, and architecture & engineering contracts.
  • Experience working on Pacific Northwest riverine, estuarine, and marine nearshore ecosystem processes and habitats.
  • Experience operating small motorboats.
  • Experience interpreting and implementing guidelines, regulations, and laws associated with natural resource management, environmental protection, and/or cultural resource protection.
  • Experience with project and program management focused on restoration/removal work typically involving ecological restoration or environmental engineering activities (e.g., environmentally focused AmeriCorps service, fisheries enhancement group stream restoration).
  • Experience with GIS software such as ArcGIS.
  • Experience applying for and managing grants for natural resource/environmental protection, recreation, or historical preservation projects.
  • Experience facilitating meetings and giving public presentations.
