Job Description

SUMMARY


The Rental Assistance Specialist is responsible for administrative work within the Authority's voucher programs, including, but not limited to the Housing Choice Voucher (HCV) program, the Rental Housing Support Program (RHSP), and the Project Based Voucher conversions. Duties require making decisions within established policies and regulations regarding applications, files, recertifications, and inspections.

ESSENTIAL FUNCTIONS OF THE POSITION

Orients residents and landlords regarding voucher program rules and regulations, including completion and issuance of client and landlord packets.

Issues, receives, and processes housing applications for the voucher programs.

Interviews applicants, processes verification documents, calculates rent and utility allowances, and maintains application files and waiting lists.

Maintains voucher program client files including income verifications, landlord information, and other information relating to client's rent for annual recertifications.

Assists in preparing various payments to voucher program landlords (rents, vacancy loss, and unpaid rent claims) and utility payments to clients.

Counsels voucher program residents and refers them to appropriate social services agencies.

Maintains various records and files for voucher program tenants and landlords.

Conducts voucher program annual and interim recertifications.

Prepares routine voucher program reports as required by Housing and Urban Development (HUD) and submits the reports to the Rental Assistance Manager and Director of Finance for review and approval.

Ensures that voucher program utility allowances are updated annually or when the allowances increase more than ten percent.

Pull waitlists from HAB at the start of every month.

Attends workshops, seminars, and training sessions as directed by the Director of Finance and/or the Rental Assistance Manager.

Deals effectively with employees, officials, landlords, residents, and the general public.

Reads and comprehends a variety of housing publications and related materials.

Act as a resource to senior staff regarding projects and programs supported by the organization.

Support business and community partner relationships and resolves conflicts.

Prepare and presents reports, as directed.

Maintain confidentiality of all information related to finances, projects, employees, and clients/residents.

Maintains regular attendance.

Operates as a back-up for the Receptionist at COCC as needed.

Learn and perform all job duties of the Rental Assistance Manager to act as a back-up in their absence.

EDUCATION AND/OR EXPERIENCE



High school diploma or graduate equivalency degree (GED);

At least

two years

responsible experience in public or assisted housing, office management, or public administration work;

Any equivalent combination of education and experience to meet job requirements.

Computer literate with extensive knowledge of project management programs and electronic spreadsheets.

Proficient with Microsoft Office Suite or related software.

Possession of a valid driver's license.

Ability to be covered under the CHP vehicle insurance policy.

Ability to be covered under the CHP fidelity bond.

Certified to conduct Section 8 HQS Inspections.

Certified as a Section 8 Administrator or be able to do so within 18 months of hire.

Job Type: Full-time

Pay: $18.00 - $20.00 per hour
