The Regional Prevention Provider (RPP) Prevention Specialist/Community Organizers serves as a key prevention professional within Bridging The Gaps of Arkansas (BTGA), responsible for building community capacity to prevent substance misuse and promote healthy, resilient communities across assigned counties. This role combines coalition development, data-driven prevention planning, technical assistance, and public engagement to advance the mission of BTGA and the Arkansas Office of Substance Abuse and Mental Health (OSAMH).
Essential Duties and Responsibilities
1. Prevention Leadership & Capacity Building
Recruit, train, and retain prevention professionals with advanced credentials (CPS, SAPST, EBP certifications).
Pursue advanced professional development through Prevention Professionals of Arkansas (PPA).
Apply for Certified Prevention Specialist (CPS) within 8 months of employment and achieve certification within 18 months.
Facilitate collaboration with schools, colleges, civic organizations, law enforcement, healthcare providers, and faith-based partners.
Develop and sustain local coalitions in all assigned counties, with new coalitions established in Hempstead and Sevier by the end of FY25/26.
2. Coalition and Task Force Development
Organize and maintain a
Regional Prevention Task Force
with cross-sector representation (youth, parents, business, education, faith-based, healthcare, civic, law enforcement).
Conduct quarterly coalition meetings and provide technical assistance to guide the development of county-level logic models and action plans.
Foster cross-county collaboration and ensure integration of all local efforts into a unified regional prevention plan.
3. Strategic Planning & Data Management
Collect and analyze regional data from sources such as
APNA, SYNAR, DEA, law enforcement, and coalition reports
.
Monitor five key community-level indicators: youth vaping, underage alcohol citations, Rx take-back volume, coalition participation, SYNAR compliance and etc.
Create dashboards and quarterly data reports to guide data-informed planning and evaluate progress.
Facilitate annual planning summits integrating logic models into a cohesive regional prevention plan.
4. Evidence-Based Practice Implementation
Research, select, and implement at least two
evidence-based prevention programs
annually approved by funders
Promote use of
Evidence-Based Practices (EBPs)
across communities, schools, and coalitions.
Secure at least three new
Trainer-of-Trainers (TOT)
certification (e.g., LifeSkills Training).
Deliver 8-10 technical assistance sessions and two merchant education trainings annually.
5. Outreach, Marketing, and Community Engagement
Maintain a strong public presence through at least six public presentations per county each year.
Coordinate regional prevention campaigns in English and Spanish, utilizing radio, social media, newspapers, and digital platforms.
Participate in a minimum of three major regional health and wellness events annually.
Develop and maintain BTGA's prevention website, digital clearinghouse, and media approval documentation per CSAP standards.
Distribute at least
40,000 prevention resources
annually across the region.
6. Reporting, Evaluation, and Compliance
Submit all program reports timely through
REDCap
or other OSAMH-approved systems.
Maintain all documentation for media material approvals and training compliance.
Participate in monthly meetings with
funders
and submit quarterly and annual progress summaries.
Conduct quarterly data review meetings with coalition leaders and document at least three instances where evaluation findings influence prevention planning.
Performance Metrics
100% attendance in monthly funder communication meetings.
Establish and sustain coalitions in all six counties served.
Hold one annual regional planning summit with 100% county participation.
Document three measurable improvements from coordinated planning annually.
Maintain 90% on-time delivery of prevention activities.
Track and report quarterly progress on five community-level indicators.
Submit 4 quarterly reports, 1 annual summary, and maintain 12 internal meeting notes.
Qualifications
Bachelor's degree in Public Health, Behavioral Science, Education, Social Work, or related field (preferred).
Minimum of two years of experience in community prevention, coalition development, community organizing or related human services field.
Must obtain or maintain
Certified Prevention Specialist (CPS)
credential within designated timeline.
Experience with data analysis, community engagement, and public presentations.
Proficient in Microsoft Office Suite, REDCap, and digital media platforms.
Strong communication, organization, and leadership skills.
Work Environment
Office-based in Texarkana, with regular travel to community access points in Hempstead and Sevier counties and other counties within Region 10 & Region 11.
Requires occasional evening and weekend work for community events or coalition meetings.
Hybrid work flexibility may be available based on program needs.
