Job Description

Position Definition

: Plans, organizes and supervises the collection and disposal of solid waste, refuse and recyclable products.

Supervision Received

: Receives general direction from the Director of Public Works. Works independently, setting priorities within work assignment. Reports work completed to the Director.

Supervision Exercised

: Oversees collection of refuse and recyclable products, bulky material, and other items collected by the Town of Vernon under the residential programs.

Essential Job Functions

: Plans, organizes and assigns daily work to refuse disposal route drivers recycling disposal route drivers, General Duties Associate, and Transfer Station Laborers. Works with the Director to coordinate fall leaf disposal program and other related facilities. Prepares reports of some complexity and makes recommendations concerning all aspects of the refuse/recycling programs including collection routes, crew assignments, alternative disposal methods, facilities planning and public education materials. Recommends and implements improvements in work procedures. Evaluates performance and works in coordination with the Director of Public Works regarding personnel actions such as employment, promotion or discipline of employees. Supervises training, development and safety programs for employees. Investigates and resolves citizen inquiries and service complaints. Advises the Director of Public Works on project priorities and makes policy recommendations. Implements new policies and procedures. Files monthly and annual reports as needed with State regulatory agencies. Oversees Transfer Station Operations and the care and maintenance of the facility. Oversees inspection and maintenance of the department's vehicles and equipment and schedules with vehicle and equipment supervisor for service. Attends meetings of regional intergovernmental organizations and citizen groups regarding solid waste and recycle collection and disposal system planning, management and operation. Regular and punctual attendance.

Other Job Functions

: May assist supervisory staff in coordinating clean-up following severe inclement weather of any type. Plows Transfer Station during winter operations. Enters and retrieves information through a computer terminal and works with databases and spreadsheets in maintaining unit statistical records and information. Other duties as required.

While performing the duties of the job the employee is regularly required to talk and hear; reach with hands and arms, stand, walk, use hands to finger, grasp, handle, feel or operate objects, tools or controls. The employee occasionally is required to climb, kneel and crouch. Hand-eye coordination is required to operate computer and various other office equipment. The employee occasionally must lift, push, pull and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.

While performing the duties of this job the employee regularly works near moving mechanical parts and in outside weather conditions. The employee regularly is exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals.
Must be able to concentrate on fine details with some interruption. Needs to attend to task/function for more than 60 minutes at a time. Must be able to understand and relate to specific ideas, generally several at a time and to understand and relate to theories behind several related concepts. Must be able to remember task/assignment given to self and others over long periods of time.
The noise level in the work environment is moderate to loud.

MINIMUM QUALIFICATIONS



Knowledge, Skills and Abilities Required

: Knowledge of State and Federal guidelines related to refuse, recycling and hazardous waste management. Knowledge of occupational hazards and safety factors relative to construction and public works; knowledge of federal and state safety laws, or ability to acquire knowledge of same. A working knowledge of refuse and recycling principles and practices. A working knowledge of resource recovery methods and procedures. Knowledge of operation of standard office machines and use of computer; ability to establish and maintain effective relationships with associates, contractors and the public; thoroughness and dependability in performing assignments; ability to apply principals of logical thinking to define problems, collect data, establish facts and draw valid conclusions; ability to understand and carry out instructions furnished in written, oral, blueprint or diagrammatic form; mathematical ability to determine units of measure; ability to work under unpleasant working conditions; Ability to supervise and train personnel. Ability to supervise operation of heavy construction equipment. Ability to complete reports on work projects in clear concise language. Ability to respond to emergencies on an assigned basis, including holidays and weekends. Thoroughness and dependability in performing assignments expected.

Experience & Training

: Graduation from high school, high school equivalency diploma (GED) or trade school graduate, or equivalent combination of education and training that involves six (6) years' of increasingly responsible experience in sanitation, recycling and solid waste management systems, including two years' experience in a supervisory capacity. Some experience in snow removal operations.

License or Certificate

: Valid Connecticut Motor Vehicle CDL Class B license and medical card, and ability to maintain same. Ability obtain and maintain Transfer Station Operator certificate.
