is a full-time Administrative & Professional position with responsibility for management of all actions required for execution of campus space planning and real estate activities for Oberlin College & Conservatory (OCC). With emphasis on master planning and accountability of the real property inventory, the incumbent provides planning technical assistance and support for accomplishment of the OCC mission and manages the OCC real property portfolio, including owned and leased. The Planning and Real Property Manager reports to the Deputy Chief Facilities Officer, Senior Director of Facility Planning & Construction.
Responsibilities
Facility Planning:
Incumbent integrates facility planning, land use and master planning, standardization, and resource management for a coordinated approach to growth and development services in support of the missions of the College. Leads development and performs technical reviews of facilities planning products (i.e., Problem Statements, Basic Facilities Requirements, and Planning Proposal Reports to determine if objectives are met.
Real Property Accountability:
Incumbent serves as a point of contact for OCC real property management which requires complete, consistent, and accurate recording, monitoring, of all real property assets. Provides responses to data calls and gathers required data as necessary when requested to satisfy internal and external reporting requirements and inquiries. Ensures that real property assets are completely and accurately recorded in the OCC real property database. Monitors space requirements based on college requirement and functions. Conducts utilization surveys to determine degree of utilization and recommends corrective action when appropriate.
Lease Management:
Responsible for review of lease contracts and leasing actions, performs lease administration functions for complex space provisions, including changes in the amount and configuration of space; changes in the type of services received; enforcement of lease provisions; and changes of ownership. Works closely with affected OCC divisions to ensure that their input is considered prior to entering into new lease agreements, extensions or renewals, and to ensure that all leases are being properly administered and managed. Prepares amendments, renewals, notices of cancellation, and/or supplemental agreements to leases. Incumbent aids in the continual renegotiation of all assigned leases as well as the acquisition of additional space, land/real estate. Prepare statements of fair market value, cost data and other statements of evidence relative to market value, including the preparation of market studies in support of lease transactions.
Acquisition:
The incumbent has responsibility for acquisition projects including the acquisition of land, easements, leases, and rights-of-way. Studies appraisal reports, market surveys, tract maps, and other information on file to become thoroughly familiar with property, ownership, and other conditions involved. Completes market surveys and determines the best alternative and location by considering economic and non-economic factors. Contacts property owners, corporations, agricultural landowners, etc. to arrive at an agreement based on appraised value or market study.
Obtains title reports and title insurance policies for each real estate acquisition, including easements. Plans, reviews and validates all aspects of realty acquisition projects for compliance with current regulations, budget limitation, functional requirements and appropriate realty interests. Negotiates long-term complex leases and renewals for real property acquired by OCC.
Disposal of Real Property:
Disposal actions include demolition, lease terminations, and excessing of real property. Reviews and/or processes requests to dispose of property, both leased and OCC owned, declared as excess by OCC, analyzes requests to ascertain legality, effect on present or future needs and manages sale and title transfer activity as appropriate. Assesses the value or oversees the work of contract brokers or agents who assess the value of the properties. Ensures compliance with applicable local, state and federal laws.
Additional Responsibilities or Duties:
Prepares and maintains real property acquisition, lease and other realty files. Coordinates Notices of Commencement, and all other county recordation duties as required to support college activities. Other duties include Facility Asset Management, Project Management and Coordination, project financial/budget control utilizing Capital Project Planning (i.e.. TopDesk) and document management software (i.e. Procore), coordination of project reviews, schedule control, receipt of bids, requesting award of contracts, project close-out documentation and warranty management, and project liaison as well as other duties typical of project management.

Required Qualifications
Education/Licensing: Bachelor's degree in business, real estate, land use, urban planning, architecture, engineering or a related field and five (5) years of related experience required. Work experience may substitute for education requirements.
Experience developing, using, and improving asset management policies, processes, and procedures; leading and participating in cross functional working groups and teams, with multiple stakeholders, businesses, and support lines (including planning, real property, design, environmental, construction, contracting, and financial management).
Understanding commercial leasing practices, lease structures, and real estate law.
Familiarity with property management principles and space utilization.
Understanding of the unique needs, mission, and regulatory environment of a private college.
Ability to manage budgets and provide reporting.
Proficiency in tracking expenses, forecasting, and ensuring cost-effective property operations.
Ability to manage multiple projects and deadlines simultaneously.
Strong verbal and written communication skills to coordinate with landlords, tenants, and college departments.
Organized and detail-oriented in handling high volumes of transactions and documentation.
Exceptional work ethic and self-directed, with a proactive and engaging approach to working with others.
Exceptional skills in oral and written communication, active listening, conflict resolution, and the ability to deal with difficult and sensitive situations in a positive manner. Ability to adapt to a variety of styles to meet the needs of a diverse audience.
Ability to interact with engineers and architects regarding campus infrastructure.
Proficiency in Microsoft Office Suite.
Desired Qualifications
Master's degree in business, real estate, land use, urban planning, architecture, engineering or a related field and ten (10) years of related experience. Registration as a Real Estate Broker is desired.
Proven track record of leading multiple, critical high-profile projects. Ability to set priorities and manage multiple projects/deadlines.
Experience in campus, city or urban planning.
Compensation
Within the range established for the position, salary will be commensurate with qualifications and experience and includes an excellent benefits package.
