Job Description

The Utah Department of Transportation (UDOT) is seeking an experienced, self-motivated, hardworking individual to join the Right of Way Division as a Lead Right of Way Agent.
In this position, you will play an integral role in UDOT's mission to Keep Utah Moving, by providing oversight of the right of way acquisition processes and procedures for UDOT on various department projects. UDOT's Right of Way Division is a team of problem solvers that - through respect for all customers and proper stewardship of resources - delivers the real estate needs of the Department through innovation, transparency, empathy, clear communication, collaboration, and attention to detail.
You will be responsible for project management and the supervising and/or training of staff and/or consultant agents specialized in one or more of the following fields of expertise: acquisition negotiations, appraisal of real property, appraisal review, relocation assistance, and administrative compensation estimates. You will need an understanding of Utah and Federal laws and regulations that must be followed when UDOT acquires property and/or displace persons for transportation purposes. You will also need some project management experience, which requires a high level of skill in complex property valuation, project management, leadership, negotiation, relocation of displaced persons and real property sales.
In this position, you are responsible for managing internal and external human resources in clearing rights of way for UDOT. As such, the candidate should be able to demonstrate an ability to assemble appropriate teams (using internal employees and external consultants) to accomplish project goals and timelines.
Principal Duties
As a Lead Right of Way Agent, you will:

• Manage multiple projects and activities at the same time.
• Review and understand land surveys, review descriptions, ownership records, abstracts using methods of land appraisal.
• Determine property and/or equipment replacement values.
• Communicate information and ideas clearly, and concisely, both verbally and in writing; read and understand information presented in writing.
• Apply principles, theories, and practices of real estate.
• Read and interpret maps, plats, charts, plans, blueprints and/or electrical schematics.
• Effectively use negotiation techniques and methods.
• Know procurement and/or administration of contracts, grants, loans, or similar agreements.
• Understand appraisal methods and techniques.
• Deal with people in a manner that shows sensitivity, tact, and professionalism.
• Speak clearly, concisely and effectively; listen to, and understand, information and ideas as presented verbally.
• Review and/or edit documents for accuracy and completeness.
• Have knowledge of highway and/or road construction.
• Apply principles, theories, and practices of performance management.
• Lead the work of others by monitoring, reviewing, training co-workers and/or delegating work.
• Coordinate the activities or tasks of people, groups and/or organization(s).
• Manage a work force to ensure fair employment practices.

Minimum Qualifications
In order to qualify, you must have:

• A valid driver's license.
• At least two (2) years of real estate, right of way, or related experience.

Preferences
Preference may be given to applicants with:

• At least two (2) years of professional experience in the Right of Way industry.
• Experience with complex real estate issues
• Real estate and/or right-of-way industry licenses and certifications.
• Experience dealing with properties acquired under the threat of eminent domain.
• Experience in appraisal review and compliance processes

Knowledge, Skills, & Abilities

• The ability to maintain positive working relationships with UDOT project managers and the Federal Highway Administration (FHA).
• The ability to work with UDOT's electronic applications (i.e., ProjectWise, Electronic Program Management).

• Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.
• Typically, the employee may sit comfortably to perform the work; however, there may be some walking; standing; bending; carrying light items; driving an automobile, etc. Special physical demands are not required to perform the work.
• Employee may be reassigned to a different location as deemed necessary by the Region Director/Group Leader.
