General Summary
This position is primarily responsible for managing laboratories, overseeing the lab testing process, and supervising lab and field technicians/inspectors. The role ensures all quality control procedures are followed and maintains all laboratory accreditation programs (AASHTO, ASTM, and State). While the position may involve some sampling, testing, and inspection of construction materials in both laboratory and field settings, the primary focus is on decision-making and supervisory responsibilities.
Essential Job Accountabilities
Supervise, develop, and manage QC technicians to ensure company quality goals, system requirements, and objectives are met, focusing on job performance to optimize resource use, work schedules, safety, and productivity
Allocate most of the time to decision-making and supervisory duties, minimizing time spent on non-decision-making tasks to enhance overall efficiency
Provide management with recommendations related to hiring, firing, performance reviews, and annual compensation of QC technicians to ensure a high-performing team
Ensure the requirements for materials quality outlined in the company management system (GMS) and the Construction Materials Playbook are implemented and followed to maintain high standards
Review, summarize, and communicate testing results to plant operations promptly to ensure materials meet specifications and corrective actions are taken when necessary
Leverage QC software (e.g., Stonemont, R18LabQMS, Autodesk Build, HCSS) to manage and improve efficiency within the quality operation
Train QC technicians on sampling, testing, and inspection of construction materials to prepare them for additional certification and enhance their skills
Ensure the requirements outlined in the operations Facility QC plan are followed, and sampling and testing frequencies are appropriately managed to maintain quality control
Identify and document quality incidents using company-defined processes and tools to ensure accurate reporting and resolution
Manage all facets of national/state accreditation programs (AASHTO, ASTM, local DOT), including meeting accreditation deadlines, correcting lab deficiencies, maintaining laboratory standards, completing accreditation materials, and coordinating facility and equipment maintenance
Review and analyze sampling, testing, and design results to ensure quality standards are met and to oversee technician job performance effectively
Participate in regular quality-focused meetings with construction materials teams to review materials quality key performance metrics (e.g., MFTQ, HMA bonus performance) and drive continuous improvement
Conduct safety meetings and inspections to provide a safe working environment and ensure compliance with safety regulations
Education
High school diploma required
Regional or State Agency certification for material being sampled, tested, inspected required if necessary
NICET III certification desired
Work Experience
7+ years of related experience
Knowledge, Skills, and Abilities
Basic proficiency in Microsoft Office Suite
Knowledge of and compliance with OSHA and MSHA rules and regulations
Ability to address customer service issues
Ability to supervise technical staff
Strong organizational skills
Good oral and written communication skills
