Description of Work



This role serves as the Quality Assurance/Quality Improvement (QA/QI) Coordinator for the North Carolina Infant-Toddler Program within the Children's Developmental Services Agency (CDSA). This position designs and implements QA/QI activities to ensure compliance with federal and state regulations and improve service delivery for infants, toddlers, and families. Responsibilities include developing protocols, creating measurement tools, and analyzing evaluation data to enhance administrative and service systems.




The QA/QI Coordinator provides oversight, technical assistance, and training to CDSA staff and community providers on procedural safeguards and documentation standards. Work is performed in collaboration with the CDSA leadership team and requires adherence to evidence-based practices and program policies.




Key Duties Include:


Design and implement QA/QI protocols and measurement instruments to monitor compliance with state and federal regulations.


Collect, analyze, and interpret statistical data to evaluate program performance and identify areas for improvement.


Develop and maintain systems for tracking quality indicators and reporting outcomes to leadership and stakeholders.


Provide technical assistance and training to CDSA staff and early intervention providers on QA/QI processes and documentation standards.


Collaborate with management team members to integrate QA/QI findings into long-range planning and policy development.


Prepare written reports summarizing evaluation results, trends, and recommendations for program enhancements.


Coordinate quality monitoring activities across multiple counties within the CDSA catchment area.


Facilitate communication between CDSA leadership, service providers, and community partners to ensure consistent implementation of quality standards.


Participate in leadership team meetings to support strategic initiatives and continuous improvement efforts.


Ensure all QA/QI activities align with evidence-based practices and the vision, mission, and values of the Early Intervention Section.

Advanced proficiency in designing and implementing quality assurance and quality improvement protocols for human service programs, including development of measurement tools and evaluation frameworks. Demonstrated experience in collecting, analyzing, and interpreting statistical data using Excel and other data management systems to identify trends and inform program enhancements. Skilled in preparing comprehensive written reports and presenting evaluation findings to leadership teams for strategic planning and policy development. Proficient in delivering technical assistance and training to multidisciplinary teams and community providers on compliance requirements and evidence-based practices. Strong track record of coordinating multi-county quality monitoring activities and facilitating collaboration among internal staff and external service providers to ensure consistent implementation of standards.

The North Carolina Early Intervention Branch (NCEI) is a part of the N.C. Division of Public Health. It is the lead agency for the N.C. Infant-Toddler Program (ITP). The Infant-Toddler Program provides support and services for families and their children, birth to three who have special needs. Research shows that this time period is critical. It offers a window of opportunity to make a positive difference in how a child develops and learns. Children's Developmental Services Agencies (CDSAs) across North Carolina work with local service providers to help families help their children succeed.

Planner:


Bachelor's degree in public service administration, psychology, sociology, or social work or a human service programmatic field, from an appropriately accredited institution
