Position Description

In this position, you would be responsible for researching health issues, planning and evaluation of health programs. Along with selected grant and contract development, budget and financial management, coordination of projects designed to improve health, and advocacy regarding health-related issues in appropriate forums.

Work Location \xe2\x80\x93 This position is eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.

Job Duties and Responsibilities
  • Research and analyze health equity issues referred for study by department staff, City Council, Public Health Advisory Committee, Board of Health, other City Departments, and external sources, identifying gaps in services, and make recommendation including best practices, and advice aimed at improving health.
  • Develop qualitative and quantitative measures of progress and success and assist Health Equity Manager with reports to department leadership, public and elected officials on department\'s equity efforts.
  • Assist in developing, communicating and implementing department and community focused plans related to eliminating racial health disparities.
  • Perform financial monitoring, outreach, record keeping, and evaluation of project and write project reports.
  • Partner with other city departments, government agencies and other organizations regarding equity policies and projects.
  • Assist in the development of grant proposals in response to identified health issue opportunities.
  • Assist in the preparation request for proposals for specific health initiatives to assist communities.
  • Use proven and innovative methodologies to engage department staff and the community in development of plans and actions to address racial health disparities.
  • Support community outreach engagement and communication with program partners and community partners
  • Assist in reviewing and analyzing vendor responses to request for proposals.
  • Negotiate, monitor and manage contractual services and budgets, do site visits, and provide technical training and assistance to contractors to ensure compliance with statistical programmatic and financial reporting requirements.
  • Work toward the achievement of the city\'s vision, values and goals, in particular the values of equity and connectedness.
  • Support planning and implementation of Health Equity request for proposals and contract as well as program and initiatives design to improve Health Equity.
  • Participate in Public Health Emergency Preparedness planning, training and response as needed and assigned.


Required Qualifications
MINUMUM QUALIFICATIONS:
Bachelor\'s Degree in Public Health, Human Services, Bio-Statistics or a Closely Related Field or equivalent.

MINIMUM EXPERIENCE:
Two years of relevant experience performing similar duties.

EQUIVALENCY:
An equivalent combination of education and experience closely related to the duties of the position may be considered.

Selection Process
The selection process will consist of one or more of the following steps: a rating of relevant education and experience and/or an oral examination (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Eligible List Statement
The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire [Six] months after it has been established.

If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate\xe2\x80\x99s education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.

Knowledge, Skills and Abilities
  • Masters Degree in Public health or an equivalent degree desirable.
  • Knowledge of public health functions and the ability to develop and implement advocacy, policy, and outreach solutions for community health concerns.
  • Knowledge of contract management, grant writing, policy development and implementation.
  • Excellent oral and written communication skills.
  • Ability to work in collaborative environment and maintain effective working relationships with diverse and special needs populations.
  • Ability to multitask and work in team environment.
  • Knowledge of health issues, including environmental and other issues in Minneapolis, and the ability to assess and provide remedy strategies.
