The Public Art Programmer joins the Walters Cultural Arts Center team and leads Public Art Program research, collections management, care, and provides general program support for developing new public art projects and for the existing collection of site-based installations, murals, and portable collections.


Strong communication, time management, organization, and computer skills are essential with an emphasis on community engagement, research, and collections management.

This position oversees public art programming and educational offerings, artist calls and communications, research and community engagement, collections management, project support communications and marketing, customer service, and more.

Hours generally take place during Walters Cultural Arts Center operating hours. Tuesday-Thursday from 10am - 9pm, Friday from 10am - 5pm, and Saturday from 9am-1pm, with some hours during evening committee meetings, artist workshops, and community events. Depending on programming location and season of the year, this position may work in all weather environments.

General Statement of Duties
The principal function of an employee in this class is to plan, organize, and coordinate the implementation of specialized functions within the Public Art Program. The work is performed under the supervision and direction of the Public Art Supervisor, but generous leeway is granted for the exercise of independent judgement and initiative. This class performs lead worker duties over volunteers and interns. This class is distinguished from the class of Recreation Instructor II by additional responsibility involved in program planning and coordination. The nature of the work performed requires that an employee in this class establish and maintain effective working relationships with the assigned supervisor, other City employees, program participants, and the general public. The principal duties of this class are performed in a cultural facility and around the community. This is a non-exempt position.


Examples of Essential Work

Leads specialized tasks including creating calls to artists, preparing artist applications and submissions for consideration by committees and stakeholders, updating the public art archive, organizing public art files, conducting research, and planning and implementing program and project-based community engagement and educational programming. Supports selection committee members to prepare for artist selection and design review by developing review and scoring procedures and file structures and responds to questions, takes notes, prepares presentations, and provides support throughout committee process; Supports and instructs public artists, answering questions related to calls to artists, procedures for submitting to a call, and plans, drafts, and sends selection notifications; Coordinates with staff across the organization and within facilities for the care and rotation of the Public Art Collection; Oversees collection management tasks including accession and deaccession documentation, condition assessments, and minor condition repair and cleaning of artwork; Schedules and prepares condition checks and reports and manages record organization and compliance for the Public Art Collection; Provides education and training in response to internal and external customers with inquiries related to the Public Art collection, including instructing artists with the completion of forms and sharing general resources for community inquiries; Plans and implements outreach, engagement, and educational activities to support the Public Art Program and Collection, including project and site-based community listening sessions, artist application workshops, and community educational offerings; Plans for and conducts new project research including developing outreach strategies, crafting surveys, collecting and analyzing survey data, and preparing summaries and presentations to inform new project directions; Plans the collection management schedule and updates and prepares the public art inventory form for project tracking, maintenance needs, and insurance documentation; Provides administrative support for other Public Art Program and project specific needs; Assists with providing front desk staff breaks and occasionally opens and closes the facility; Assists with facility set-ups of tables and chairs; Keeps immediate supervisor and designated others accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems; Attends meetings, conferences, workshops, and training sessions and reviews publications and audio-visual materials to become and remain current on principles, practices, and new developments in assigned work areas; Responds to citizens' questions and comments in a courteous and timely manner; Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities; Performs other directly related duties consistent with the role and function of the classification.

Acceptable Experience and Training

High School Diploma, GED, AA, BA or BFA in Fine Arts, Arts Education, Art History, Art Administration, or related field; and 1 year experience within a public art or municipal art program, managing a collection, or a closely related field; or Any combination of experience and training which provides the equivalent scope of knowledge, skills, and abilities necessary to perform the work.


Licensing/CertificationsValid Driver's License and safe driving record.

Bilingual incentive pay available



Preference may be given to candidates who are bilingual in Spanish/English. Employees who can demonstrate the ability to speak Spanish, or any language spoken by over ten percent (10%) of City residents as documented by the most recent U.S. Census, at a proficiency level determined by a fluency test administered by the City, will receive a monthly premium of three percent (3%) of their regular base pay.
