Job Description



General Summary: Manages agency system planning efforts and develops long range transit system plan. Monitors federal, state and regional grant opportunities for DART capital programs. Coordinates the strategic development of a 5-year Capital Improvement Program with the Finance department as a companion to the 20-year financial plan. Aligns system plan recommendations with the 20-year financial plan. Supports early identification of grant opportunities in collaboration with other agencies; tracks projects up to grant application. Project manager for various capital and long-range planning projects and programs.
Essential Duties and Responsibilities:


  • Manages the development of the long-range transit system plan in coordination with other departments and the 20-year financial plan.

  • Coordinates with finance department on the development of a 5-year capital improvement program (CIP) companion document to the DART Financial Plan, aligning projects and programs with agency strategic priorities.

  • Identifies and monitors possible state, local, federal funding sources, prepares analyses, and recommends as to which project sources to pursue for projects.

  • Serves on internal grants/funding teams providing funding information and presenting potential opportunities.

  • Directs and/or manages coordination and development of technical grant application needs including scope and/or budget or support for evaluation criteria requirements.

  • Manages General Planning Consultant (GPC) teams or other internal/external groups to provide support for grant applications.

  • Prepares status reports and tracking of funding applications and grant submittals in cooperation with grants administration department.

  • Communicates information to various levels of internal/external contacts through presentations, reports, etc.

  • Coordinates with finance, procurement, planning, etc. to ensure agency compliance with all applicable federal planning regulations prior to receiving grant funding.

  • Monitors and participates in local and regional planning activities including the Metropolitan Transportation Plan, TxDOT Rail Plan, and other plans relevant to DART.

  • Supports and/or serves as the DART representative on Surface Transportation Technical Committee for NCTCOG and monitoring of TIP, STIP and UPWP.

  • Performs, reviews and/or directs technical analyses to support projects and studies; interprets technical data in a manner suitable for presentations to the DART Board and elected officials.

  • Prepares scopes of work for professional services and manages consultants and DART staff in executing studies or projects within schedule and budget. Manages multiple tasks under the General Planning Consultant (GPC) contract and performs task management duties overseeing the work of contractors/consultants.

  • Ensures compliance with project budgets, schedules, and oversees quality control of work program and work products.

  • Assists in developing phased short-term implementation plans for proposed projects in the Transit System Plan.

  • Assists government relations with Congressional and Legislative tours as needed. Operates DART non-revenue vehicle as required. Works various hours as required.

  • Performs other related duties as assigned.



Minimum Skills, Knowledge, and Abilties Required:


An equivalent combination of related education, and experience may be substituted for the above stated minimums excluding High School Diploma, GED, Licenses or certificates

  • Bachelor\xe2\x80\x99s degree in Urban Affairs, Transportation Planning, Public Administration, Public Policy, or related field. Master\xe2\x80\x99s degree is highly desirable.

  • Eight (8) years\xe2\x80\x99 experience in planning, programming, grant writing/management, or public administration.

  • Working knowledge of federal government programs and regulations including federal funding programs, planning and government funding opportunities.

  • Excellent written and oral communication skills to effectively communicate with all levels, both inside and outside of DART.

  • Analytical and creative skills to find solutions to problems of limited complexity.

  • Proficiency with software applications to include word processing, database, spreadsheet and personal computer and established telecommunications equipment.

  • High-level analytical and creative skills to find solutions to complex and technical problems.

  • Ability to be dedicated to meeting the expectations and requirements of internal and external customers.

  • Ability to provide challenging and stretching tasks and assignments to direct reports; supports equal and fair treatment and opportunity for all; cooperates with the developmental system in the organization.

  • Valid Texas Class C driver\xe2\x80\x99s license. No Driving While Intoxicated (DWI) conviction with the last 60 consecutive months, not more than one (1) on driving record. No more than three (3) moving violations convictions within last 36 months.

  • Pass physical (medical) examination, which includes drug screen to operate DART non-revenue vehicles.

  • Ability to work various hours.
