The Permit Manager reports to the Engineers. Engineering Project Manager work examples include the responsibility for design, planning and administration of various capital improvement projects.

Duties

Essential Duties:

Implementation of approved projects related to public streets and drainage. Reviews existing and proposed facilities to determine needs and provide analyses of feasibility and cost. Aids in preparation of annual capital budget request and 5-year capital improvement plan. Participates in the selection of design consultants. Participates in contract negotiations and contract preparations for design, construction, and operational contracts. Reviews plans prepared by consultants for conformance to City requirements, accepted standards, codes and regulations, and administers their contracts. Writes specifications for various in-house construction projects; bids the project; prepares construction contracts and provides construction administration. Works with consultants and contractors concerning planned and existing facilities and public works projects. Coordinates Quality Assurance/Quality Control technical review (City Engineer) of consultant contracts and construction contracts deliverables. Maintains effective liaison with City departments, inter-governmental agencies, and private groups and enterprises. Attends and facilitates public meetings. Performs other duties as assigned or required.

Minimum Qualifications

1. Bachelor's Degree, or not less than 8 years' experience in the field of construction, project management, construction administration or experience deemed adequate by the City Engineer.



2. Ability to apply project management principles, theories, concepts, methods, and techniques to achieve objectives; ability to interpret architectural/engineering plan design and recommend for approval; ability to perform project cost analyses and ability to implement state and local government agency policies, technical specifications and codes.



3. Requirement for P.M.P. within 18 months.



4. Must also have the ability to maintain professional, working relationships; effective work habits; monitoring and reporting projects progress; and ability to write concisely.

Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds); tasks may involve extended periods of time at a keyboard or workstation, along with some combination of climbing and balancing; requires visual perception and discrimination; requires ability to communicate orally. Job must be performed with or without accommodations.



Work Environment: Tasks are regularly performed in doors in an office environment. There is limited exposure to extreme weather conditions. May have normal exposure to dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature, noise, and computer screen.
