ABOUT THIS POSITION

The Aviation Department manages and operates the Phoenix Airport System, which consists of Phoenix Sky Harbor International Airport, Deer Valley Airport, and Goodyear Airport. Phoenix Sky Harbor serves more than 142,000 daily passengers with over 1,300 flights per day, served by 25 airlines with nonstop air service to over 140 destinations, including 25 international markets. Phoenix Sky Harbor has consistently been ranked as one of the busiest and best airports in the nation and has a total economic impact of more than $44.3 billion per year.


The Aviation Department has a vacancy for a Project Manager position in the Design and Construction Services Division - Job Order Contracting (JOC) and Tenant Improvement (TI) Section. This position manages multiple JOC and TI projects including their consultants and contractors. Responsibilities for the Project Manager position include directing and coordinating all activities involved in the implementation and completion of projects. This includes scheduling, budgeting, scoping, design, construction, and construction compliance.


This position is required to interact effectively with customers, contractors, aviation staff and regulatory agencies by applying sound, creative problem-solving techniques to resolve difficult issues. Additional responsibilities include reviewing various project submittals, evaluating project cost estimates and negotiating/preparing contract change orders, and adjustments.

Proficient with Microsoft Office 365. Excellent communication and writing skills. Ability to review field projects being designed or constructed. Ability to develop consensus around complex issues and situations. Ability to develop clear and effective reports and presentations to diverse audiences. Ability to analyze project schedules and critical paths, for timely and effective project delivery with a focus on adherence to schedule. Knowledge and experience managing multiple professional services and construction contracts, project schedules, and budgets. Knowledge of and experience using codes, standards, engineering/architectural methodologies and construction practices. Ability to read and interpret complex construction drawings. Knowledge of FAA air traffic management policies, airport and airline business principles and procedures. Strong decision-making skills and effective at problem solving and negotiating resolutions. Demonstrated ability to establish and maintain effective working relationships with employees, business partners, tenants, contractors, and representatives of governmental agencies.

SALARY

Pay Range: $69,492.80 to $131,040.00 annually.


Hiring Range: $69,492.80 to $97,780.80 annually.

Pay range is the entire compensation range for the position classification. Hiring range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity.

Please understand that this is pay grade 067. If selected, your salary offer will be based on the applicable promotion or demotion worksheet in accordance with the City Pay Ordinance.

Promotions occur when the last two digits of the pay grade increase. Demotions occur when the last two digits of the pay grade decrease. Lateral transfers occur when there is no change to the last two digits of the pay grade. When there is a change in the first digit of the pay grade, there may also be a change to your classification or unit.

MINIMUM QUALIFICATIONS

Four years of responsible experience in urban development, redevelopment, business assistance, capital improvement, design, and/or construction projects at a level which required supervision or participation in the planning and programming processes. Bachelor's degree in public or business administration, urban planning, architecture, engineering, construction management, economics, or a related field. Other combinations of experience and education that meet the minimum requirements may be substituted. All finalists for positions are subject to a criminal background check applicable to the department or position. The following list is not all inclusive but are TSA general factors for disqualification of employment for working at Phoenix Sky Harbor International Airport. Other factors will be assessed that may also lead to disqualification. Qualified candidates should consider these factors when applying. Aviation Employment Disqualifiers. Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

The minimum qualifications listed above, plus:

Experience leading projects or initiatives. Experience with contract negotiation and administration. Experience with codes, standards, and construction practices. Experience in developing project scope of work, preparing design plans and technical reports, leading reviews, and coordinating the permitting process. Bachelor's degree in architecture, Civil Engineering, or related field. Professional Registration as a Civil Engineer or Architect in the State of Arizona, preferred.
