POSITION SUMMARY:


This position is responsible for the implementation of capital projects for the Prince Georges County Schools. The Project Management Supervisor oversees a team of project managers and support staff, implementing approximately $100m in capital projects. Projects range from small capital improvements to new schools. Most projects are multi-year. The Project Management Supervisor ensures that projects are delivered on time, within budget, and with a high-quality result.

Detailed Description



DUTIES & RESPONSIBILITIES:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.Develop, implement, and update a work plan for the project management unit, including assignment of projects, establishment of and monitoring of schedules; Supervise project managers and project management staff by assigning tasks and supporting/monitoring compliance with project parameters; Working with planning and design units, oversee the implementation of capital projects, from initial approval through design, bidding, construction, and project close-out; Reviewing technical proposals, monitoring legal issues (claims, non-payment issues), change orders, proposed change orders and contractor payments; Conferring with consultants, design team and construction team to provide guidance and direction; Maintaining logs for department activities; Maintaining schedules and graphs showing all planning, design and construction activities; Review and recommend actions to continually improve performance of the unit with regard to schedule management; Develop and implement cost control measures, including change order evaluation, management and tracking; Develop and implement construction quality assurance measures in accord with industry best practices; Develop recommendations for program delivery methodologies and implement program according to approved parameters; Develop and enforce compliance with approved project management procedures including file management protocols, communications, reporting, etc; Support outreach activities with CIP stakeholders, including participation at School Board meetings, public meetings, and assisting in development of web page and other public communications to present project management updates; Ensure compliance with State of Maryland PSCP regulations; Financial management of construction programs; Participate in the development of project scopes and schedules for the annual capital improvement plan; Attend important project management meetings, not limited to the construction phase; Develop corrective measures where problems occur on projects; Direct activities of consultant project and program managers; and Other duties as assigned.

Job Requirements



QUALIFICATIONS:

The requirements listed below are representative of the knowledge, skill, and/or ability required.Ability to manage multi-million dollar construction projects; Extensive experience managing public construction programs; preferably school construction, but experience with a similarly complex public program will be considered; Understanding of complex program and project delivery management systems, including differing construction delivery contract types; Knowledge of relevant engineering principles and methods of construction; Knowledge of building codes and regulations; Knowledge of construction contracting regulations; Knowledge of public procurement regulations and procedures; Good communications skills, both written and verbal; Ability to lead a team of professionals; Knowledge of and comfort with Microsoft Office Suite software including Access, Excel, Word, PowerPoint; Expertise in Microsoft Project and/or Primavera; Well-organized and detail oriented. Attention to accuracy is critical; Prepared to work in a fast-paced environment with multiple tasks ongoing at the same time; Ability to supervise and evaluate personnel; and Must have a valid motor-vehicle license.

EDUCATION REQUIREMENTS:
Professional degree from an accredited college or university with some coursework in Architecture, Engineering, Construction Management or a relatedfield; or any equivalent combination of experience, education and training which provides the required knowledge, skills, and abilities.

CERTIFICATION REQUIREMENTS:
PE or architectural license preferred. USGBC LEED AP preferred.

SUPERVISORY RESPONSIBILITIES:
Supervision of project managers and administrative staff.
