Position Summary:

Seeking a Director to oversee 3 TRIO pre-college programs (two Upward Bound grants and one Talent Search). This is a full-time, grant funded 12-month position on the University of Alaska Anchorage Campus. This recruitment is open internally to current UA employees or those otherwise eligible to apply to internal postings.

Duties:


10Fiscal Management/Budget Development: Develop annual budgets to be submitted to the U.S. Department of Education. Authorize expenditures, supervise soft ledger and reconciliation processes and management reports. Adhere to federal compliance regulations and university policies. Coordinate the development of cost projections for program activities, monitor and approve all requests for purchases and travel.Essential
10Public Relations/Community Contact: Ensure TRIO Pre-College and Student Support Services programs maintain a high level of visibility on campus and within the Anchorage educational and business communities. Develop working relationships across the university community to foster partnerships and collaborations for student services and programming. Serve as a liaison and continue to foster awareness of UAA\xe2\x80\x99s TRIO programs institutionally, regionally, and nationally.Essential
20Program Development and Planning: Develop, implement and evaluate strategies and services to align with federal legislation and regulations regarding postsecondary education information dissemination and service delivery. Research and implement best practices using CAS (Council for the Advancement of Standards in Higher Education), COE (Council on Opportunity in Education), NAEOP (National Association of Educational Opportunity Programs) and other relevant sources. Review and monitor monthly, quarterly, and annual UB, TS, and SSS participant information; Guide recruitment, assessment, and enrollment of participants into the UB, TS, and SSS programs. Work closely with the Anchorage School District to ensure understanding of the program by ASD staff and administrators and ensure that the MOA is being upheld.Essential
20Staff Supervision: With assistant from the Assistant Director of TRIO Pre-College and Students Support Services, Hire, train, direct, supervise, and evaluate all UB, ETS, and SSS staff (full-time and part-time professional and student/temp staff, faculty and contractors). Develop a high functioning team that is professional and collegial and contributes to a positive respectful workplace environment. Coordinate, develop and deliver professional development to staff.Essential
30Administration/Leadership: This position directs a diverse unit that is both large in complexity and scope. This position provides leadership, administrative oversight, and direct services to students in the TRIO Pre-College programs and Student Support Services program which are federally funded through the U.S. Department of Education. The Director develops, coordinates, implements, and evaluates all programming. This position creates, manages, and implements various marketing strategies to promote the pre-college programs and their services. The Director oversees the coordination, development, and maintenance of the website, brochures, posters, and correspondences to students and community as a part of the Director\xe2\x80\x99s responsibilities. The Director will adhere to the policies and regulations of the U.S. Department of Education and the University of Alaska Anchorage.Essential
5Grant Continuation/Annual Reports: Implement and supervise maintenance of record keeping and statistical reporting activities which reflect the alignment with Plan of Operation and completion of Program Objectives.Essential
5Grant Writing: Responsible for submitting a competitive grant proposal every five (5) years (on staggered grant competition timelines) to compete for the TRIO Upward Bound, Talent Search, and Student Support Services grants. Research, develop, write and guide the grant submission process. Analyze student data, current trends, program performance, and work patterns for assessment and grant writing purposes. Serve as the liaison with Anchorage School District and internal UAA departments to collect data, draft MOA\xe2\x80\x99s, and outline services. Identify and write small grants to supplement services provided by TRIO.Essential
Talent Search and Upward Bound serve under-represented student populations in their preparation for and transition to postsecondary enrollment and completion. These programs are identified as pre-college programs and serves up to 620 participants annually, grades 9 through 12, within three Anchorage School District high schools. This position has supervision over three separate pre-college grants that operate as two programs. These intensive educational support programs help low-income, first generation college students succeed in high school and provide access to higher education. Both Talent Search and Upward Bound spend the academic year primarily in the high schools, with Upward Bound hosting an extensive academic summer program on the UAA campus. All of the projects provide tutoring, advising, mentoring, academic coaching, leadership development, career and college exploration, exposure to cultural events, and more. Students Support Services serve under represented students seeking a bachelor\xe2\x80\x99s degree at the University of Alaska Anchorage (UAA). SSS is funded to serve up to 160 students annually from freshmen through senior year of undergraduate studies. This position oversees one SSS grant targeting first generation, low-income, and/or students with a documented disability enrolled at UAA. The SSS program offers advising, tutoring, financial literacy training and assistance, graduate school enrollment assistance, and other assistance directly contributing to a student\xe2\x80\x99s successful completion of a bachelors degree. The Director is the chief administrator and principal investigator for all four grants and participates in the delivery of services to students, as needed. The Director has supervisory oversight of all program full-time and part-time staff, programming, budget, and reporting to the U.S. Department of Education and the University of Alaska Anchorage. The Director is responsible to maintain alignment with the Plan of Operations and to ensure the grant objectives are achieved annually and reported. The Director will develop processes, long range and strategic plans, and participate in planning organization wide. The Director will be accountable for the overall outcomes of the unit. The Director will develop and assess programs, and implement plans based on assessment. Preferred Knowledge, Skills or Abilities
  • Master\xe2\x80\x99s Degree in Education, Social Work, Counseling, Public Administration or closely related field
  • Skilled at public speaking, statistical data collection, analysis, and forecasting
  • Preference will be given to candidates with a background similar to that of the target population.

Knowledge, Skills, Abilities:
This position requires the following:
Three (3) years in a management position where duties included staff supervision, program administration, and budget management
Experience working with youth and demonstrated commitment to assisting at-risk or underrepresented populations
Knowledge or experience related to educational assessment and advising
Previous grant administration or grant reporting experience
Fiscal management, planning, and forecasting
Knowledge of accepted strategic and long range planning practices
Excellent interpersonal, oral and written communication skills
Demonstrated ability to network with school district personnel and establish good working relationships with human services agencies and other personnel of the University
Experience working in higher education and experience with high school aged students
Exceptional organizational skills
Ability to take initiative and make good decisions
Knowledge of and experience with U.S. Department of Education TRIO regulations
Ability to use various software applications
General knowledge of budgeting, accounting, payroll, and human resource processes
Represent the UB, TS, and SSS program in a positive manner to employees, students, university, and the community


Preferred Experience:


  • Experience with TRIO at the local, regional, and national level

Required Education or Training:
Master\xe2\x80\x99s degree in a related field (Education, Social Work, Counseling, Public Administration or closely related field) and five years progressively responsible higher education experience and three years management experience.



Salary Information:
This is a full-time, 12-month, term (grant) funded, exempt staff position complete with both a competitive salary and full employee benefits package. New hires will be placed on the UA staff salary schedule, Grade 83, based on education and experience.
