responsible for overall management, strategic direction, quality oversight, and successful performance of a multi-year Department of Labor (DOL) Blanket Purchase Agreement supporting nationwide workforce system meetings, events, and logistics. This role is the primary contractual and operational point of contact with Federal leadership.
Key Responsibilities
Provide strategic oversight, leadership, and quality assurance for all contract activities and personnel.
Serve as the primary point of contact with DOL Contracting Officer (CO) and Contracting Officer's Representative (COR).
Direct all project work in alignment with the Performance Work Statement (PWS) including on-site and virtual events ranging from small advisory groups to national conferences.
Manage scope, schedules, budgets, deliverables, risks, and performance metrics across multiple concurrent engagements.
Oversee compliance with federal policies including:
Federal Advisory Committee Act (FACA)
Section 508 Accessibility Requirements
DOL event approval procedures
Federal Travel Regulation (FTR)
Approve all project deliverables including 508-compliant materials, work plans, reports, and event products.
Ensure event support processes, registration systems, logistics, and SME coordination meet federal quality standards.
Lead a multi-disciplinary team including meeting planners, SMEs, analysts, designers, and administrative staff.
Provide executive-level updates, briefings, and performance analytics to senior government officials.
Required Qualifications
Bachelor's degree (Master's preferred).
10+ years of progressive project leadership experience
, including:
Large complex Federal contracts
Multi-year, multi-task initiatives
High-profile stakeholders and executive-level engagement
Demonstrated expertise in:
Project and contract management
Workforce system programs, WIOA, grants, federal meetings
Quality assurance and performance monitoring
Managing distributed teams
Exceptional communication skills--written, verbal, and presentation.
Ability to manage budgets, timelines, and deliverables in compliance-heavy environments.
Preferred
Experience supporting DOL, ETA, OWI, or other federal workforce programs.
Knowledge of federal conference planning requirements, event logistics, and security coordination for high-level officials.
Experience with Section 508 compliance workflows.
