JOB SUMMARY



Responsible for leading and supporting project controls functions on complex nuclear or defense-related construction projects. This includes developing and maintaining cost estimates, schedules, and financial analyses to monitor project performance against established objectives. The role provides strategic guidance to ensure compliance with DOE and NNSA regulations, supports risk-informed planning, and contributes to key deliverables such as Basis of Estimate (BOE), Work Breakdown Structures (WBS), and milestone tracking. The SME collaborates with engineers, estimators, schedulers, and technical writers to ensure constructability, operability, and maintainability are integrated into project planning and execution.


DUTIES / RESPONSIBILITIES:




Provide expert guidance on cost estimating strategy, methodology, and best practices for large-scale, complex nuclear construction projects within the NNSA/DOE framework. Develop, review, and analyze detailed project cost estimates from conceptual design through final construction, covering engineering, procurement, and construction elements. Validate and verify internal and external cost estimates from contractors and subcontractors, ensuring accuracy and defensibility. Apply advanced statistical techniques and historical data analysis to improve estimate reliability and support cost risk analysis. Collaborate with project controls, engineering, and project management teams to integrate cost estimates with WBS, schedules, and risk assessments. Lead cost risk analysis activities, identifying potential impacts and recommending mitigation strategies. Prepare and present detailed cost estimates and supporting documentation for change orders, contract modifications, and claims to senior NNSA leadership and stakeholders. Mentor junior estimators and contribute to the development of internal estimating procedures aligned with DOE Order 413.3B. Stay current with industry trends, market conditions, and technologies relevant to nuclear and heavy industrial construction. Provide input on classification requirements, CD process deliverables, and compliance with DOE standards. Review specifications for engineered equipment and subcontracts, and advise on labor and non-labor resource needs. Support schedulers with activity sequencing, durations, and logic, and contribute to risk-informed scheduling and milestone development. Advise on constructability, maintainability, operability, and commissioning considerations throughout project planning. Contribute to technical documentation including BOEs, BOS, and WBS data dictionaries.

REQUIRED QUALIFICATIONS- EDUCATION & EXPERIENCE




EDUCATION:

Bachelor's Degree in Construction Management, Engineering, or a related field. Relevant and extensive experience may be considered in lieu of a degree.


SKILLS/EXPERIENCE:




Must have a working knowledge of Federal (including Department of Energy Orders), State, and Local codes and standards applicable to project controls. A minimum of 20 years+ of progressively responsible experience in cost estimating and/or project controls for large, complex industrial or heavy construction projects, with significant experience in the nuclear or defense sector. Expert-level knowledge of nuclear construction regulations, safety standards, and project controls practices as they apply to NNSA/DOE projects. Advanced proficiency with estimating software, scheduling tools, and Microsoft Excel.
