Program Description


Under the Department of Homelessness and Supportive Housing (HSH), the Felton Institute Urgent Accommodation Voucher (UAV) Program provides emergency short-term hotel stays and supportive services for adults experiencing vehicular homelessness in San Francisco. The program's primary goals are to connect participants with essential services, support their stabilization, and transition them from temporary hotel placement into shelter as quickly as possible.
The program will serve at least 50 adults living in vehicles, offering them access to safe, appropriate hotel accommodations while working toward shelter placement. Felton will manage hotel operations and deliver supportive services including case management, referrals to Coordinated Entry, harm reduction, benefits enrollment, health care, and behavioral health support.
The UAV Program follows a low-barrier model, ensuring individuals can quickly secure safe, temporary housing while receiving the support needed to move toward stability and longer-term housing solutions.

Under the supervision of the Director of Operations, the Program Supervisor will provide daily supervisory functions to Case Managers. Monitor staff performance in relation to client engagement, problem-solve issues, and take timely action to promote accountability for self and others. Develop, implement, and monitor policies and procedures to ensure compliance of program and with HSH guidelines. Manage flow of referrals, intakes, and caseloads. Collaborate with Program Director regarding any grievances and program-related concerns. Reviews and ensures charting compliance and documentation standards. Facilitate and oversee ongoing training and development needs. Develop referrals and intakes system, monitors charting compliance, and ensures a welcoming environment for clients. Acts as Agency representative of program to the community. Recruits, hires and trains program staff. The Program Supervisor is also responsible for meeting all program requirements of the contract. Participates in management team meetings and other agency-wide management meetings. Perform other duties as assigned.

Specific Responsibilities

Provides trauma informed, culturally responsive services including modalities ranging harm reduction, motivational interviewing, brief solution focused therapy, crisis intervention Elicits and maintains strong working relationships with clients and the care team which may include other professionals, peers, and client identified support persons such as chosen family, friends, or others Facilitates and tracks linkages, care coordination, and case management, and community- based supports Outreaches to shelters, streets, hospitals, and community settings to meet clients where they are at and able to locate clients by use of electronic health record systems and planning with client Ensures timely and accurate documentation of all services provided and maintains applicable chart requirements Provides inter-agency collaboration to facilitate problem-solving and clinical care On-call consult during working hours to triage clinical emergencies and coordination for coverage to the team Serve as a back-up for the team as needed Attend and participate in all assigned trainings for professional, program, and agency development.

Minimum Requirements and Qualifications

A minimum of Two years of experience providing services to individuals with mental health issues, substance use, and homelessness. Experience with specific modalities harm-reduction, substance use disorder treatment, crisis intervention, de-escalation, and motivational interviewing Outreach in settings that include shelters, street encampments, SROs, hospitals, and other areas as assigned Demonstrated proficiency in Microsoft applications, phone-based applications, and navigating EHR systems Bi-lingual in threshold languages strongly preferred (Spanish, Cantonese, Mandarin, Vietnamese, Russian, Tagalog)

Ability to provide psycho-education to clients and consultation to community partners to support the client in their recovery process Demonstrated ability to establish trusting, hopeful relationships with clients and community supports with respect of differences of opinion, beliefs, culture, appearances and ways of life. Excellent communication (written and verbal) and interpersonal skills. Adaptable, open to change, and able to tolerate ambiguity. Strong organizational skills, attention to detail, ability to prioritize tasks, and manage time effectively. Demonstrated experience as a team player with a welcoming attitude.

FLSA Status: Exempt
Salary Range: $80,000 - $90,000 Annually (DOE)
