The Idaho Transportation Department
is seeking a
Program Specialist Technician
to join the
Division of Motor Vehicles
. This role supports the oversight and administration of the
skills testing program
, working alongside other Program Specialists.
The position manages relationships with more than 60 third-party skills testers who are contracted to administer CDL skills tests in accordance with department standards, federal regulations, and national guidelines. These testers collectively conduct over 5,000 CDL skills tests each year. The Program Specialist Technician monitors tester performance, ensures compliance, and evaluates the overall effectiveness of the CDL testing program across Idaho.
This is a
highly public-facing role
that requires exceptional communication and presentation skills. The position frequently interacts with testers, county staff, and members of the public, providing guidance and making informed decisions based on available information. The role also collaborates with organizations such as the
Federal Motor Carrier Safety Administration (FMCSA)
, other state CDL administrators,
AAMVA
, trucking schools, and industry associations, often representing Idaho on national working groups.
The ideal candidate will have strong organizational abilities, sound judgment, and outstanding customer service skills.
Please note:
A criminal background check and driving record review are required prior to a final job offer. Please review the ITD Background check disqualifiers. This position requires working in all weather conditions around commercial motor vehicles as well as frequent in-state travel.
Examples of Duties:
Monitor and evaluate the effectiveness and compliance of the skills testers administering tests to commercial driver applicants in Idaho.
Observe testing and review records of skills testers to determine performance and adherence to minimum state and federal standards.
Research and develop policies and procedure manuals supported by Idaho and federal code, rules, and regulations.
Provide initial and refresher training to third party skills testers.
Ensuring objective scoring of applicants by skills testers through the administration of the scoring forms and training.
Recruit and approve applications for third party skills testers as needed, based on specific criteria.
Monitor and evaluate the skills testing for Class D and Motorcycle programs.
Minimum Qualifications:
Determining program compliance with state or federal laws;
Preparing and presenting detailed information to groups of people;
Translating technical material into easily understandable oral and written communication.
Valid Driver's license.
Preferred (but not required) Qualifications:
Possessing a CDL
Experience working within the Division of Motor Vehicles
Experience as a Skills Test Examiner
Experience as a Motorcycle or Class D examiner.
