This posting is for the State of Hawaii, Department of Commerce and Consumer Affairs, Professional and Vocational Licensing Division.



The position is located on Oahu (Downtown Honolulu).



Salary commensurate with education and experience.

Duties Summary


------------------


The position provides high level technical assistance in all areas of the licensing regulatory program; plans, organizes, and conducts research and statistical projects; prepares analytical, statistical, and narrative reports with findings and recommendations; confers with licensing industry representatives and legal counsels, Attorney General's staff, and representatives of other government agencies; coordinates Division's technical training program; prepares Division budget requests and justifications; assists the Licensing Administrator by drafting legislative proposals; review all testimony and coordinating all legislative bills for the Division; attending legislative and budgetary hearings; participate in active discussions with officials of other licensing regulatory programs in the nation; advising on licensing matters, including statute and rule changes, board and commission policies and procedures; participate in the review of work products of staff.


Minimum Qualification Requirements

Education

: Graduation from an accredited four (4) year college or university with a bachelor's degree.



General Experience

: One and one-half (1-1/2) years of progressively professional work experience which required a high degree of analytical skill. Experience must have involved gathering, evaluating and analyzing facts and other pertinent information required to resolve problems and/or to determine and recommend appropriate courses of action.



Substitutions Allowed

: Experience as a practicing attorney may be substituted for General Experience on a year-for-year basis. Possession of a Master's Degree from an accredited college or university may be substituted for one (1) year of General Experience.



Specialized Experience

: One (1) year of progressively responsible professional work experience in any field which involved work such as monitoring, evaluating, or conducting studies and analysis of programs or projects to make recommendations for the development or revision of standards, policies, procedures, or techniques; gathering and analyzing data to determine conformance with standards and requirements and recommending improvements or developing training materials; giving technical advice and direction pertaining to program standards, requirements or techniques.



Knowledge

: Basic functions of regulatory licensing; accounting and budgeting; practices and trends in the administration of an occupational and business regulation organization; principles and practices of public administration, public relations, public proceedings and records, application of laws, and rules and regulations to a regulatory program; legislative processes; report writing; investigational and research methods and techniques.



Skills/Abilities

: Plan, organize, direct and coordinate various activities in support of the division; conduct research and develop standards governing regulatory licensing and occupational and business practices; read and interpret federal and state laws; communicate effectively orally and in writing; prepare clear and concise reports and correspondence; deal effectively with others.



Legal Authorization to Work Requirement

: The State of Hawaii requires that all persons seeking employment with the government of the State shall be citizens, national, or permanent resident of the United States, or eligible under federal law for unrestricted employment in the United States.

The position is exempt from the civil service and considered temporary in nature. Therefore, if you are appointed to the position, your employment will be considered to be "at will," which means that you may be discharged from your employment at the prerogative of the department head or designee at any time.
