Program Description:



Thea Bowman Apartments in Kent, Washington is an 80-unit, Permanent Supportive Housing community with 24/7 staff and on-site support services. There are 35 units set aside for homeless veterans, and the remaining units serve single adults under the age of 62 who are chronically homeless at time of move-in.



Thea Bowman operates from a Housing First / Harm reduction / Trauma Informed supportive services model and always recognizes and fosters the dignity and value of each individual resident- while focusing on the safety, quality of life and well-being of everyone residing, visiting or working there.

Position Description



This position serves formerly homeless and vulnerable individuals who society often ignores and neglects. This position supports the Program Director and is a key part of the Thea Bowman leadership team. The Program Manager helps oversee daily operations and partners with the Resident Services Manager who provides direct supervision of supportive services staff, and assists the Property Manager who is responsible for the oversight of the maintenance team and the general upkeep of the building, as well as Occupancy, Re-certifications, Accounts Receivables and all Tenant Landlord related functions. In addition to providing administrative support through staffing, scheduling and reporting responsibilities, the Program Manager provides input, support, training, mentorship and leadership. We are looking for a person who is committed to the best practices of Housing First and who can balance the services and administrative responsibilities of this position.



THIS POSITION WORKS ONE WEEKEND DAY. REGULAR SCHEDULE WILL BE SUNDAY - THURSDAY OR TUESDAY THROUGH SATURDAY, WITH FLEXIBLE START/END TIMES FOR DAILY SHIFTS. A four 10 schedule can also be discussed.

Responsibilities

Supervision/Leadership



Provide vision, support and leadership to all FT, PT and on-call Resident Services Specialist staff.

Develop creative strategies and interventions to support residents who are at risk of losing their housing.

Oversee hiring, training and professional development of staff

; conduct regular supervision and annual performance reviews. Work alongside Program Director and Human Resources to address any performance or disciplinary issues.

In collaboration with the Program Director, develop and implement program policies and procedures; solicit staff and community members' participation in setting policy and developing tools for evaluation.

Promote on-going training and support around best practices in Housing First, Harm Reduction, Grief and Loss, Trauma-Informed Care, Motivational Interviewing, Crisis Response and other relevant topics.

Update or develop employee training manuals, forms and protocols with a focus on best practices.

Participate in on-site New Employee Orientation as new employees are hired.

Assure staff awareness and understanding of policies and of proper protocols relating to tenant-landlord law.

Track staff attendance at required trainings, as mandated by CCS/CHS.

Be available to staff during shifts and emergencies.

Set agenda and facilitate regular staff meetings (weekly, monthly, quarterly, and annually) and clinical consultation w/outside professionals.

Delegate responsibilities as appropriate and encourage staff initiative.

Address and coordinate with the Management team guest compliance and discipline issues.


Administrative Support



Coordinate monthly schedules to ensure safe, secure and welcoming 24-hour staffing.

Complete bi-monthly payroll.

Review ShiftNote loggings; ensure timely responses to log entries and coach staff on best practices.

Submit narrative and outcome-based reports to the Program Director for funder review.

Assist the Program Director with grant writing and/or other fundraising activities, determined by annual budget.


Other



Assist with Community Building and leading the Events committee.

Maintain regular scheduled and posted office hours.

Respond to after-hours emergencies and share Management on-call responsibilities.

Represent Catholic Community Services / Coordinated Care Agency to all funders, city representatives, neighborhood associations and other service providers.

Represent Thea Bowman and CCS in the community around issues and concerns of individuals experiencing and overcoming homelessness.

Perform other duties as assigned.


Job Conditions



This position requires the employee to work in an environment where there may be exposure to blood, bodily fluids, and other potentially infectious material. Other exposures could include cleaning supplies, bedbugs, chemicals involved in pest control, paint and other materials used in building maintenance, building temperature fluctuations, dust, noise, and odors. Working conditions include interruptions, crisis response, and regular interactions with individuals who are dealing with issues of chemical dependency and/or mental illness, or are experiencing anger or frustration.



Minimum Qualifications

BA degree. (See SQ below.)

Progressively responsible experience serving homeless populations, particularly those with mental illness and/or chemical dependency disorders.

Two years of supervisory experience with proven ability to supervise multi-shift program.

Excellent written and verbal communication skills.

Demonstrable understanding of and commitment to the principles of Housing First and Harm Reduction and Trauma Informed Care.

Commitment to developing and safekeeping a workplace which values and supports a culturally diverse workplace.

Ability to work within the mission, goals and service objectives of Catholic Housing Services.


Substitute Qualifications

A combination of education and experience sufficient to perform the requirements of the position may be substituted for the BA degree.
