Why does the job exist?



The Program Manager will:



Provide general subject matter expertise to assigned behavioral health programs;



Provide oversight to assigned programs which includes but is not limited to reviewing, processing applications, writing letters and technical reports, providing technical assistance to providers, conducting site visits to evaluate program performance, ensuring implementation of program goals and outcomes; ensuring adherence to state and federal statues and guidelines; ensuring safety and service delivery; monitoring financial and budgetary needs, approving specialized behavioral health programs;



Conduct monthly/quarterly Learning Communities for behavioral health providers, attending meetings as scheduled (Behavioral Health Services Division (BHSD), Clinical Services Team meetings, and Program Coordinator Meetings with BHSD finance staff;



Collaborate with other departments, providers and constituents including Children Youth and Families Department (CYFD), the Inter-departmental Council (IDC), the Medical Assistance Division of the Health Care Authority (MAD), and the Developmental Disabilities and Supports Division (DDSD), and other departments as needed.



How does it get done?



The Program Manager is responsible for:



Researching systems and service delivery;



Evaluating provider and consumer needs regarding behavioral health services to include Adult Specialized Behavioral Health Services;



Ensuring adherence to statutory requirements, department and division standards, quality improvement processes, inclusion of best practice concepts and ensuring the use of evidence-based practices to services delivered;



Conducting Site Visits and provide ongoing support and technical assistance to providers;



Utilizing work experience, professional knowledge and skills in the review, approval, and denial of existing behavioral health services and programs;



Working toward improving upon and developing services to address the needs of New Mexicans. Develop processes to ensure service delivery is efficient and effective;



Understanding current systems and services provided state-wide in planning and expanding behavioral health services and supporting integrated care.

Health Care Authority (HCA) Behavioral Health Services Division (BHSD) program managers;



Vendors contracted with BHSD;



BHSD finance team;



MAD, DDSD and CYFD.

Minimum Qualification



Bachelor's Degree in a relevant field of study from an accredited college or university and two (2) years of professional level experience with a tactical impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience.

Employment Requirements



Must possess and maintain a valid Driver's License.

Working Conditions



Work is performed in an office setting with exposure to Visual/Audio Display Terminal (VDT) and extensive personal computer and phone usage. Some in-state and out-of-state travel is required.
