Program Manager – Harm Reduction

Job Description

Job Purpose:





The Program Manager provides strategic leadership and oversight

for harm reduction and stigma reduction initiatives within rural and

tribal communities. This role ensures that all program activities,

education, outreach, training, and resource distribution, are

implemented effectively, culturally appropriately, and in alignment

with grant objectives. The Program Manager builds partnerships

with tribal leaders, health departments, community organizations,

and law enforcement to promote holistic approaches to substance

use prevention, care coordination, and recovery support. Through

effective management, data-driven decision making, and culturally

grounded leadership, the Program Manager advances the mission of

reducing overdose deaths, improving access to care, and promoting

wellness and dignity among rural community and tribal members.




Main Responsibilities:





Lead the planning, coordination, and implementation of all harm

reduction and stigma reduction program activities.

Ensure alignment with grant goals, timelines, and reporting

requirements.

Supervise staff, contractors, and community partners engaged in

outreach, education, and service delivery.

Monitor program budgets, expenditures, and compliance with

funding guidelines.

Collaborate with partners such as IVPB and Robeson Community

College to develop continuing education and stigma-reduction

programs.

Oversee community-based harm reduction education and

naloxone training sessions.

Guide the development and delivery of culturally relevant

materials and workshops at events such as Powwows and the

Unity Conference.

Ensure training opportunities reach diverse audiences, including

community members, first responders, and law enforcement.

Track program outcomes, participant engagement, and resource

distribution.

Oversee procurement and distribution of harm reduction and

hygiene supplies in partnership with local harm reductionists.

Facilitate talking circles and community listening sessions to

gather input and guide program development.

Qualifications:





Bachelor's degree in public health, Social Work, Education,

or related field.


Experience:





Minimum of 3-5 years of professional experience in public

health, behavioral health, harm reduction, or community

based program

Demonstrated experience managing grant-funded projects

or multi-partner initiatives, including budgeting, reporting,

and compliance.

Proven record of leading outreach and education efforts

within tribal or Indigenous communities, with sensitivity to

cultural values and community dynamics.

Experience developing and delivering training programs,

workshops, or public health campaigns addressing addiction,

stigma, or community wellness.

Skilled in staff supervision, partnership coordination, and

stakeholder engagement, particularly across health, social

service, and law enforcement.

Prior experience coordinating community events, such as

talking circles, is highly desirable.



Skills & Competencies:





Proven leadership in guiding teams and partners toward

measurable goals.

Ability to build trust and sustain partnerships within

Indigenous and rural communities.

Skilled in culturally responsive communication and

facilitation of sensitive topics like substance use and stigma.

Knowledge of harm reduction principles, overdose

prevention, and trauma-informed care.

Strong writing skills for developing reports, outreach materials,

and presentations.

Ability to design and deliver engaging educational programs for

diverse audiences including community members, first

responders, and health professionals.

Skilled in public speaking, facilitation of group discussions, and

moderating talking circles.

Experience in developing curriculum and training resources

focused on stigma reduction and harm reduction.
