Description
The Department for Public Health, Division of Maternal and Child Health, oversees a dynamic Women, Infants, and Children (WIC) Nutritional Program that supports mothers and children's nutritional health and well-being in the Commonwealth. This position conducts reviews and investigations for administrative actions of alleged cases of fraud, abuse or misconduct by local agencies or WIC participants.



This is a federally funded time-limited (FFTL) position. This means it is a position that is paid entirely as the result of a federal grant. The duration of employment shall not exceed the life of the federal grant that funds the position. An employee appointed to an FFTL position is required to meet the minimum requirements for the classification. Further, an employee appointed to an FFTL position is designated as an unclassified (non- merit) employee. An FFTL employee is eligible to receive benefits at the same level as a classified (merit) employee in a permanent position.

Key Job Responsibilities:Coordinates and conducts initial and follow-up complex investigations in WIC agencies to ensure compliance with federal and state policies, procedures and regulations. Applies expert knowledge of the WIC program to conduct in-depth reviews and interviews of WIC agency staff and makes recommendations appropriate to WIC regulations, policies and procedures. Monitors and investigates complaints and reports of fraud, abuse, or misconduct. Coordinates investigation activities with local agencies. Composes report of findings. Provides guidance to WIC agencies on actions taken in response to investigation findings per federal and state policy. Assists in preparing and submitting federal grant and state administrative reports. Researches and compiles section administrative, operating, and programmatic records and reports. Prepares and conducts training for WIC agencies according to federal and state guidelines. Collects and maintains program data. Provides expert testimony during the administrative hearings process to comply with federal and state policies and procedures.

Excellent interpersonal skills with the ability to communicate effectively and respectfully with people of diverse backgrounds and in various settings. Excellent verbal and written communication skills. Proficiency with the use of computers, tablets, and smartphones for daily tasks. Minimum Requirements

EDUCATION:

Graduate of a college or university with a bachelor's degree.



EXPERIENCE, TRAINING, OR SKILLS:

Must have four years of experience in the field of investigation, administrative, business, or social work/eligibility experience.



Substitute EDUCATION for EXPERIENCE:

Graduate study in the above fields will substitute for the required experience on a year-for-year basis.



Substitute EXPERIENCE for EDUCATION:

Experience in one of the above fields will substitute for the required college on a year-for-year basis. Current or prior military experience will substitute for the required college on a year-for-year basis.



SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.):

Must possess and maintain a valid driver's license prior employment in this job classification. Must maintain any required licensure(s), certification(s), or other credentials for the length of employment in this job classification. Employing agency is responsible for ensuring employee possesses and maintains required licensure(s), certification(s) or other credentials.
Working Conditions
Typical working conditions include both extensive field work in a variety of settings and normal office work. Travel throughout the state may be required to conduct interviews, perform surveillance activities, and to obtain information and evidence. Interviews may be confrontational. Overnight travel and working irregular hours may be required. Working outdoors for extended periods and working in all types of weather may be required.
