Position Overview




The Program Financial Manager provides strategic financial leadership and oversight for a large, complex, multi-billion-dollar federal program consisting of 38 concurrent projects. This role delivers authoritative leadership over program- and project-level budgeting, financial formulation, cost tracking, cash flow management, and compliance, ensuring fiscal integrity, transparency, and real-time financial visibility across the entire program portfolio.


The position serves as the primary financial authority and advisor to senior government leadership, program executives, and external stakeholders.

Key Responsibilities

Program Financial Leadership



Serve as the senior financial authority for the program, overseeing all budgeting, forecasting, cost control, and financial reporting activities. Provide strategic financial guidance to program leadership to support informed decision-making, risk mitigation, and long-term fiscal planning. Lead the integration of financial management practices across multiple project teams to ensure consistency, accuracy, and compliance.

Budgeting & Forecasting



Develop, manage, and maintain multi-year program budgets totaling several billion dollars, ensuring alignment with agency priorities, Congressional appropriations, and execution plans. Oversee formulation, execution, and reconciliation of annual and life-cycle budgets. Lead financial forecasting and scenario analysis to anticipate funding needs, cost trends, and potential variances.

Cost Management & Controls



Establish and enforce robust financial controls to monitor expenditures, obligations, and burn rates across all projects. Analyze cost performance, identify variances, and implement corrective actions to maintain cost efficiency and schedule alignment. Ensure accurate cost estimating, earned value management (EVM), and life-cycle cost analysis, as required.

Compliance & Audit Readiness



Ensure full compliance with federal financial management regulations, agency policies, OMB guidance, and appropriations law. Support audits, inspections, and reviews by internal and external oversight entities, including GAO and OIG. Maintain audit-ready documentation and ensure timely resolution of financial findings and recommendations.

Reporting & Stakeholder Engagement



Prepare and deliver high-quality financial reports, briefings, and dashboards for senior leadership and external stakeholders. Translate complex financial data into clear, actionable insights for technical and non-technical audiences. Coordinate closely with contracting officers, project managers, engineers, and acquisition teams to align financial data with program execution.

Team Leadership & Coordination



Lead and mentor project-level financial analysts supporting the program's 38 projects. Promote best practices in federal program financial management and continuous process improvement. Foster collaboration across program, acquisition, and operational teams.

Required Qualifications



Extensive experience in federal program or portfolio financial management, preferably supporting large-scale infrastructure or construction programs. Demonstrated experience managing multi-billion-dollar budgets and complex, multi-project portfolios. Strong knowledge of federal financial systems, appropriations law, OMB guidance, and federal acquisition financial practices. Proven ability to lead financial planning, execution, and reporting at the enterprise program level. Exceptional analytical, communication, and stakeholder engagement skills.

Preferred Qualifications



Experience supporting DHS or other federal homeland security, defense, or infrastructure programs. Familiarity with Earned Value Management (EVM) and large construction program cost controls. CPA, CFA, PMP, or equivalent professional certification.
