SAIC is seeking a seasoned opening for a Privacy Engineer (SMEII) to join our talented, dynamic team supporting the Department of Veteran Affairs.

This role is 100% remote!

Responsibilities:

  • Thorough and in-depth knowledge of privacy and FOIA laws, government information regulations, and legal precedents in order to advise the Department\'s senior information managers.
  • Support policies and procedures for improving the privacy program and oversee the provision of guidance to program offices to ensure that the Department complies with and protects individual privacy as mandated by the Privacy Act, and other legislation; and ensure that the views are represented in FSC formal comments on proposed legislation affecting the program.
  • Ensures Financial Services Center and VA Privacy program policies are followed including but not limited to conformance with the OPEN Government Act, Privacy Act (PA), Health Insurance Portability and Accountability Act (HIPAA), Electronic Government Act, 0MB directives and circulars, Department of Justice privacy guidance, court decisions, Congressional, FOIAs, Privacy Threshold Analysis (PTA) and Privacy Information Analysis (PIA) and other mandates and Presidential directives affecting privacy and FOIAs.
  • Performs the work of interpreting and applying government information laws, regulations, policies and guidance to provide access to records and information while ensuring exempted information is appropriately withheld. This includes making determinations about disclosures, issuance of denials, access to agency records and use and dissemination of personally identifiable information.
  • Expertise and skill in applying a wide range of qualitative and quantitative methods for the assessment of a variety privacy related activities, including the sequence and timing of privacy responses related to Design and Implement a Privacy Center of Excellence (COE) that incorporates best practices in the areas of Privacy services such as data privacy, training and processes.
  • Establish with VA management and Operations a mechanism to track access and authorizations to protected health information (PHI), personally identifiable information (PII), sensitive data such as tax payer identification number and credit card data, to allow approved individuals to review or receive a report on such activity and ensure compliance.
  • Guide the development of new privacy products and features based on VA objectives set by Privacy and Legal.
  • Work to align advanced technologies and Privacy by Design principles with the IT, from the first stages of development and ensure that the data use meets established regulatory compliance needs.
  • Identify and recommend improvements to the Privacy Management Program and implement any changes approved by FSC management.
  • Analyze, design developing technical solutions and systems to help mitigate privacy vulnerabilities and prevent potential future privacy risks.
  • Monitor compliance with all Privacy policies and procedures.
  • Identify, document, and address Privacy issues or violations in the Privacy Issues and Violation Report.
  • Implement and support a Continuous Privacy Risk Assessment methodology to ensure the FSC Privacy posture meets compliance with privacy regulations and policies in these areas.
  • Identify and recommend privacy controls and tools with the goal of strengthening the FSC posture in this area to protect data.
  • Responsible for defining milestones, briefing software vendors, success criteria, resource allocation and project managing successful on-time delivery of new privacy requirements and features.

Required Qualifications:
  • Bachelor\'s in computer science, or related field and 5 years + of experience required, 10+ years highly preferred. 4+ years of additional relevant experience may be substituted for education.
  • Must be able to obtain and maintain a Public Trust clearance based on the Department of Veteran Affairs regulations.
Desired Qualifications:
  • National Institute of Standards and Technology (NIST) Special Publication (SP) 800-37 Revision 2 as a guideline for establishing the Security and Privacy Management program.
  • Excellent customer service, communication and organizational skills are required.
  • Excellent troubleshooting and problem resolution skills for Desktops and Laptops.
  • Ability to work independently with minimal direction providing technical and non-technical support to multiple users.
  • Capable of working under pressure, while handling multiple tasks simultaneously.
  • MUST be a self-starter.
  • Experience providing services to the federal government is preferred.
Target salary range: $115,001 - $125,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.

Covid Policy: SAIC does not require COVID-19 vaccinations or boosters. Customer site vaccination requirements must be followed when work is performed at a customer site.
