Job Description


Bonneville County is now accepting applications for the following position:

Position: Print Shop/Mail Room Operator
Starting Salary: $19.50/hour
Work Hours: 40 Hours Per Week
Closing Date: Applications will be accepted until 8/21/2023 or until the position is filled.

GENERAL PURPOSE

Performs a variety of routine administrative and skilled technical tasks related to organizing, directing and coordinating the day-to-day operation of the county print shop/mailroom as needed to expedite the processing of county printing, binding, publication requests and mail operations.

SUPERVISION RECEIVED.

Works under the general supervision of the County Clerk/Auditor/Recorder or Chief Deputy Clerk.

SUPERVISION EXERCISED

May provide immediate to close supervision to temporary mailroom personnel.

ESSENTIAL FUNCTIONS

Performs the day-to-day operations of the county print shop/mailroom; plans, organizes, directs and controls printing related operations; establishes goals, policies, procedures, and priorities for scheduling; monitors production volume and rates as needed to assess efficiency and effectiveness of the print shop.

Prepares budget for print shop operation; reviews and estimates costs for printing supplies, maintenance contracts and other expenses and services included in the budget; monitors expenditures to assure compliance with established budget guidelines and limitations; acts as county purchasing agent with regard to print shop materials and supplies.

Receives and reviews print requests, determines county capability, schedules projects or recommends outside vendors; assists customers to review outside bids and makes recommendations.

Assembles print orders in order to maximize equipment use and efficiencies related to printing, collating, cutting, padding, punching, stapling, binding, numbering and folding printed materials.

Performs printing of various document, forms (including multiple part NCR forms), ballots, letterhead, publications, brochures, reports, envelopes, booklets, etc., using duplicating machines and copiers. Performs cutting, stapling, padding, folding, gathering, and binding of materials as requested; and assists departments with layout, design, typography, etc.

Purchases postage, envelopes, paper, ink, and other printing supplies to meet printing demands; contracts with vendors for regular scheduled maintenance and repairs of duplicators, copiers, and other equipment including postage machines; performs routine maintenance and minor repairs of equipment.

Manages county mail process; gathers, sorts, and distributes incoming mail; prepares outgoing mail; assures compliance with postal regulations related envelope and package sizes; operates postage machine to attach proper postage; picks up and distributes incoming mail; maintains record of mailing expenses.

Performs other duties as required.

MINIMUM QUALIFICATIONS

1. Educations and Experience:

A. Graduation from high school; plus one (1) year specialized training in graphic arts, printing, or related field;

AND

B. Two (2) years of progressively responsible work in performing the above or a related duties;

OR

C. An equivalent combination of education and experience.

2. Required Knowledge, Skills, and Abilities:

Working knowledge of printing, duplicating, and copying methods and equipment operation; print design and layout methods; word processing and spreadsheet and spreadsheet programs; inventory control methods and procedures; interpersonal communication skills; basic mathematics; computer operations and technical software applications.; computer operations and technical software applications. Some knowledge of mailing regulations; basic budgeting, accounting, and related statistical procedures.

Ability to work effectively without immediate supervision; prioritize work and use resources efficiently; read and interpret, and apply instruction manuals for operation of printing, postage, and other related equipment and perform routine maintenance; interpret and apply regulations and procedures for handling of mail; analyze a variety of general service logistical problems and make routine decisions; ability to communicate effectively verbally and in writing; ability to establish and maintain effective working relationships with vendors, department heads, coworkers and the public; operate a variety of types of office equipment; work independently and deal effectively with stress caused by work load and time deadlines.

3. Special Qualifications:

Must possess a valid driver\'s license.

Must be able to pass the printer certification test for printing ballots

4. Work Environment:

Incumbent of the position performs in a typical office setting with appropriate climate controls. Some exposure to fumes and equipment with moving parts. Tasks require variety of physical activities, occasionally involving muscular strain, such as walking, standing, stooping, sitting, reaching, lifting, talking, hearing, and seeing. Continuous manual operations required in performing essential functions. Common eye, hand, finger, leg, and foot dexterity required. Mental application utilizing memory for details, verbal instructions, emotional stability, critical thinking, and guided problem solving. Regular lifting required up to 50 pounds. Some local travel required to pick up and deliver mail.
