Responsible for organizing and coordinating the preparation of the City\'s Comprehensive Annual Financial Report (CAFR) in the accounting division; provide technical assistance to higher level supervisory or management staff and all City Departments in the recording and reporting of financial transaction; analyze, review, evaluate and reconcile all funds and accounts; provide management reports and assist in the development and implementation of adopted financial policies.
Review, analyze and maintain the official financial records for the City of Albuquerque in accordance with generally accepted accounting principles, City ordinances, and State and Federal laws.
Organize and coordinate the preparation of the Comprehensive Annual Financial Report (CAFR). This document must be completed in full compliance with Governmental Accounting Standards Board (GASB) pronouncements.
Review new pronouncements of GASB and various other oversight agencies to determine the impact on the City\'s financial operations; revise existing policies or establish new policies as necessary.
Develop special use reports regarding the status of departmental financial operations and recommend changes in policies, procedures and standards.
Review and evaluate the financial and organizational impact of proposed legislation including state statutes and city ordinances.
Assist in organizing and directing the financial activities relative to the monthly accounting cycle and production of monthly financial reports.
Provide technical and professional financial support to City departments, Budget Office, City administration and City Council.
Administer financial functions relative to assigned "funds" which includes reviewing fund expenditures, revenues, capital expenditures and debt service requirements.
Serve as the primary contact for the external auditors during the City\'s annual audit process. Provide auditors with special reports and schedules as required, respond to auditor queries/findings.
May supervise the work of an assigned unit or division; provide technical assistance and training to city staff in matter related to financial accounting and budgeting.
Education and Experience Requirements:
Bachelor\'s degree in accounting, finance, or business administration to include twelve (12) credit hours in accounting with a passing grade of a \'C\' or better; and
Five (5) years of accounting experience in analyzing and reconciling chart field accounts, which must include at least three (3) years of financial statement preparation or governmental accounting.
Certified Public Accountant (CPA) or Certified Government Financial Manager (CGFM) preferred.
Dependent on position may require a valid New Mexico Driver\'s license and a City Operator\'s Permit (COP).
