POSITION SUMMARY
Under the direction of the Executive Director, the Prevention Department Manager is responsible for the overall implementation of the Tribal TANF programs with the purpose of prevention and reduction of incidences of out-of-wedlock pregnancies and encouragement of the formation and maintenance of two-parent families as delegated by the Executive Director. The Prevention Department Manager will supervise all prevention staff members. Incumbents in this position will also be responsible for providing proper training and support to their staff, as well as ensuring the mission and core values of the Shingle Springs Tribal TANF program are upheld.
SPECIFIC RESPONSIBILITIES

  • Coordinates with other appropriate SSTTP staff to perform the prevention component of the TANF program activities.
  • Responsible for the direct supervision and mentorship of SSTTP coordinators.
  • Represents the Tribe\'s programs when in contact with program participants, coworkers, other Tribal TANF prevention programs, the public, community organizations and other government agencies, establishing and maintaining cooperative working relationships with both internal and external contacts.
  • Provides resources and referrals to the SSTTP staff regarding services to professionals in the areas of:
    • Substance abuse
    • Family or individual counseling
    • Unplanned pregnancy prevention
    • Parenting education
    • Two-parent family formation
    • Other prevention or diversionary programs
  • Responsible for developing and maintaining internal referral processes to all coordinators within the TANF program.
  • Responsible for identifying/screening for substance abuse, alcohol, domestic violence, etc., making referrals and tracking services obtained from mental health treatment resources. Follows up with both participants and providers to determine success of referrals or other options needed.
  • Collects, codes, analyzes, and maintains participant data.
  • Conducts participant interviews in-person or over the phone and provides follow-up to participants.
  • Prepares and submits reports describing and evaluating programs and activities, and other reports as directed.
  • Works with Youth Activity Specialists to foster an environment that promotes unity among program participants.
  • Develops, coordinates, and provides appropriate prevention workshops and training programs.
  • Responsible for the oversight of workshops offered by coordinators.
  • Responsible for facilitation or co-facilitation of classes as needed.
  • Serves as the primary contact person for all positive testing results in SSTTP service areas.
  • Performs referral tracking in TAS.
  • Obtains bids on event logistics, promotional materials, and training materials.
  • Assists with the production of training materials including layout, design, and other materials development.
  • Participates in networking and collaboration with appropriate agencies and contractors to provide prevention services to families.
  • Analyzes, interprets, and understands a variety of Tribal TANF rules, policies, regulations, and procedures.
  • Develops and implements realistic action plans and maintains effective lines of communication with the appropriate people in the decision-making process.
  • Looks for ways to improve and promote quality and provide feedback to improve the performance of the SSTTP.
  • May be required to adjust schedule to support TANF events.
  • Performs other related duties as assigned.

MINIMUM QUALIFICATIONS
  • Bachelor\xe2\x80\x99s Degree, or Associate\xe2\x80\x99s Degree with 4+ years of relevant work experience; or equivalent combination of education and/or experience.
  • Five (5) years of experience working in Native American programs.
  • Must demonstrate strong and effective oral and written communication skills and high ethical standards.
  • Must work well under pressure and multi-task to meet short deadlines.
  • Must possess the ability to adapt easily to changes and unexpected events that may require immediate action or delay in the workplace.
  • Must possess working knowledge of:
    • State or Tribal TANF programs, rules, and regulations.
    • Social Services prevention programs and techniques.
    • Windows XP (Microsoft Vista preferred) and Microsoft Office Suite.
    • Tribal Assistance System (TAS) software.
  • Must possess excellent time management skills and task prioritization in the planning of work activities.
  • Must demonstrate accuracy, thoroughness, and attention to detail.
  • Must be able to work well independently while prioritizing and planning effective work activities.
  • Frequent overnight travel within program service area is required.
  • This position requires awareness and keen appreciation of Native American traditions, customs, and socioeconomic needs, which includes culture, traditions, behavioral patterns, and background.
  • Must always possess the ability to meet and deal effectively in contacts with Native American organizations utilizing tact, courtesy, patience, kindness, and efficiency, especially during times when participants may be stressed.
  • Must demonstrate discretion, resourcefulness, and good judgment in handling functions of sensitive nature.
  • Must comprehend, interpret, and apply program policies, procedures, guidelines, and instructions through formal and on-the-job training.
  • Must be available to work nights and weekends.
  • Must have valid, unrestricted California Driver\xe2\x80\x99s license and personal vehicle insurance, and qualify for the Tribe\xe2\x80\x99s vehicle insurance.

DRUG SCREEN Shingle Springs Band of Miwok Indians requires the successful completion of a drug screening of all potential Tribal employees prior to being hired. The Tribe recognizes that the State of California has legalized the use of marijuana. The Tribe is located on federally owned trust land and complies with federal laws. Therefore, marijuana use is prohibited, and all drug tests will include a screening for THC.
Shingle Springs Band of Miwok Indians recognizes a zero-tolerance drug and alcohol policy, and employees will be required to sign a Consent to Drug and/or Alcohol Testing. Employees may be selected for alcohol / drug testing upon reasonable suspicion, and upon any/all accidents.
BACKGROUND CHECK Candidates for this position will be subject to criminal and character background checks and fingerprinting prior to being hired. Verification of previous employment and education will also be conducted after the interview if an offer of employment is being considered.

Preference in hiring is given to the most qualified applicant. However, when candidates for an open position are determined to be equally qualified, Native American candidates will have preference for hiring purposes. This means that if the qualifications of the best candidates are comparable, the Native American candidate is given preference. The following order of preference shall be adhered to when hiring: (1) Members of Shingle Springs Band of Miwok Indians members; (2) Spouses or domestic partners (certified through Tribal Court or the State of California) of members of Shingle Springs Band of Miwok Indians; 3) Parents of children of the Shingle Springs Band of Miwok Indians; 4) All other documented Native Americans; 5) All other applicants in accordance with Title 25, U.S. Code, Section 472 and 473.
