Job Description

This posting is to create a pool of qualified applicants for the Project Manager role. Tribal and Veteran preference applies. Communication will be ongoing with qualified applicants.






Position Summary





The Project Manager oversees all phases of assigned construction projects to ensure timely, cost-effective, and high-quality delivery. This includes planning, directing, and coordinating schedules, staffing, procurement, and budgets. The role involves leading technical teams, collaborating with architects and engineers during conceptual development, and managing project execution through subordinate supervisors. The Project Manager also serves as a key liaison with clients and regulatory agencies, ensuring that all construction activities align with organizational goals and compliance standards.




Essential Functions



The essential functions for this position include but are not limited to the following.



Project Planning & Coordination

Review project proposals to define scope, timelines, budget, staffing, and resource allocation. Develop phase-specific work plans and assign personnel accordingly. Coordinate with internal teams and external agencies to align project activities and resolve issues. Conduct pre-construction meetings, set bid schedules, and determine successful bidders.


Construction Oversight

Direct and supervise project staff, subcontractors, and inspectors to ensure timely and quality execution. Monitor work progress, inspect construction sites, and ensure adherence to specifications and safety standards. Manage procurement and delivery of tools, equipment, and materials to meet schedule demands. Conduct construction activities in compliance with federal, state, and local environmental regulations.


Contract & Documentation Management

Create bid packages, solicit bids, and issue contracts. Track contract obligations including bonds, insurance, and schedule of values. Process pay estimates, RFIs, RFPs, shop drawings, and change orders. Maintain accurate records of project changes and as-built drawings.


Reporting & Budget Control

Review and adjust schedules based on progress reports and cost tracking. Prepare reports for management and stakeholders on project status, materials, and expenditures. Provide cost estimates for owner-supplied materials and evaluate pricing for change proposals.


Stakeholder Engagement

Serve as public spokesperson and liaison with regulatory officials and community stakeholders. Address workforce grievances and ensure effective communication across teams.


Project Closeout

Schedule final inspections and generate punch lists. Ensure completion of punch list items and distribute operation and maintenance manuals. Collect warranties and issue all required closeout documentation.


All other duties as assigned by supervisor.

Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include:

Education and Experience




One year certificate from college or technical school; Associate's degree or equivalent from two-year college or technical school; or equivalent combination of education and experience, such as, apprenticeship experience or PMP certification.




Knowledge, Skills, and Abilities




Knowledge of and the ability to follow the policies and procedures of the White Earth Reservation Tribal Council and the WE Builder's program. Knowledge of the White Earth Reservation demographics, culture, history and lifestyles. Knowledge of field management principles involved in strategic planning, resource allocation, leadership technique, production methods, and coordination of people and resources. Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition and grammar. Knowledge of construction practices and procedures. Working knowledge of tribal, local, state and federal building codes and ordinances. Ability to effectively communicate and provide guidance to WEB labor forces: contractors and subcontractors. Ability to envision and plan mid and long term, to allow for contractors and subcontractor interface and material deliveries. Ability to recognize changed conditions and communicate in a timely manner with upper management and contractors and subcontractors, both verbally and in writing. Possess basic computer skills in Microsoft Excel, Word, and Outlook applications. Ability to recognize potential jobsite safety hazards and take pro-active action to eliminate or mitigate any safety risk issues. Ability to layout work construction work activities. Have a grasp of basic arithmetic and geometry, to aid in checking locations of intended installed materials/equipment. Skilled in giving full attention to what other people are saying, taking time to understand the points being made, asking questions as appropriate, and not interrupting at inappropriate times. Skilled in motivating, developing, and directing people as they work, identifying the best fit for the job. Skilled in managing one's own time and the time of others. Skilled in considering the relative costs and benefits of potential actions to choose the most appropriate one. Ability to understand the implications of new information for both current and future problem-solving and decision-making. Ability to maintain confidentiality. Ability to meet deadlines and prioritize tasks. Ability to be punctual and have good attendance.


Language Skills


Ability to read and interpret documents such as safety rules, operating a maintenance instruction, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.


Mathematical Skills


Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percentages to draw and interpret bar graphs.


Reasoning Ability


Ability to solve practical problems and deal with a variety of concrete variables in situations where limited standardization exists. Ability to interpret a variety of instructions furnished in write, oral, diagram, or schedule form.


Computer Skills

To perform this job successfully, an individual should have knowledge of:


Accounting systems Payroll systems AutoCAD Sage Construction Managment Microsoft Excel, Word, and PowerPoint



Certificates, Licenses, Registrations, Requirements




Must be twenty-one (21) years of age or older. Must be able to pass background check and drug screening. Ability to maintain strict confidentiality. Construction Management Certificate or PMP Certification or equivalent, preferred.
