ESSENTIAL DUTIES AND RESPONSIBILITIES:

Enforces local, state and federal laws; Supervises police officers and other assigned staff; trains personnel in proper work methods; assigns, delegates and reviews work; conducting roll call, training and performing weapons, vehicle and uniform inspections; maintains administrative records and personnel file; hears and resolves minor complaints; counsels subordinates and makes recommendations and/or taking disciplinary action; analyzes, reviews and advises personnel regarding work procedures to ensure compliance with departmental rules and regulations; periodic evaluation of employee performance; Trains personnel in proper work methods; assigns, delegates and reviews work; conducting roll call, training and performing weapons, vehicle and uniform inspections; maintains administrative records and personnel file; hears and resolves minor complaints; counsels subordinates and makes recommendations and/or taking disciplinary action; analyzes, reviews and advises personnel regarding work procedures to ensure compliance with departmental rules and regulations; periodic evaluation of employee performance; Maintains law and order; protects lives and property by supervising field personnel and participating in duties; patrols assigned geographic zone; receives and responds to calls assigned by EOC via radio and CAD equipment; takes appropriate action; handles stressful situations according to department policy/procedure; provides back-up for calls; maintains traffic control through observation and use of speed detection devices; tests and detains drivers suspected of DUI; responds to major crime scenes; writes incident reports; attends court; transports prisoners; locates defendants and serves criminal warrants; performs other Police Officer duties as necessary; Participates in investigating criminal law violations occurring within the City limits; obtains evidence and compiles information regarding crimes; prepares cases for filing of charges; testifies in court; Monitors radio and assists dispatcher; requests assistance from other emergency personnel; notifies shift commander of major incidents, accidents or emergencies; coordinates investigations with other agencies; reviews, approves and evaluates reports; prepares necessary reports concerning shift activities; assists with compilation of crime analysis reports; answers inquiries from public requesting/giving information and handling investigation complaint; Coordinates and supervises the training, assignment and development of subordinate police officers; Performs other related duties as assigned.

JOB SCOPE:

The purpose of this position is to provide supervision of personnel in the protection of life and property, prevention of the commission of crimes and the preservation of peace within the city. The sergeant is exposed to various incident settings and must rely on previous training and experience in the application of procedures and allocation of personnel. Successful performance results in effective law enforcement practices contributing to the safety/well being of the community. Errors in the work can endanger the lives of city residents and personnel and jeopardize property.

Guidelines:

Guidelines include federal and state laws, criminal and traffic laws, city ordinances, departmental policies and procedures and court decisions. Interpretation of guidelines requires expertise and judgment.

COMMUNICATIONS/CUSTOMER CONTACT:

Contacts are typically with co-worker, business leaders, educators, attorneys, representatives of the judicial system, federal state and local law enforcement officers and the general public. Contacts are typically to give and exchange information, resolve problems, influence/motivate persons, justify/settle matters, coordinate work efforts and provide services.

COMPETENCIES/SPECIFIC EXPERIENCE OR TRAINING PREFERRED:

Minimum Qualifications:

Associate's degree with course work in political science, criminology, criminal justice, or related field is preferred; Equivalent combination of education, experience, and training is acceptable; Must meet or exceed the qualifications of Master Patrol Officer and possess required qualifications as outlined; Minimum of three (3) years experience as a Certified Police Officer.

Knowledge, Skills and Abilities:

Knowledge of principles and practices of employee supervision, including work planning, assignment, review and evaluation; Knowledge of rules of evidence and laws governing the custody of persons; Knowledge of growth and crime pattern trends in the City and surrounding areas; Knowledge of law enforcement concepts and terminology, including patrol techniques, jail operations, criminal investigation and crime prevention; Knowledge of laws and court decisions relating to law enforcement, search and seizure, suspects and prisoner's rights and custody and protection of evidence; Knowledge of operational principles and practices of criminal investigation; Knowledge of court and trial procedures; Knowledge of use and effects of law enforcement weapons; methods of self-defense and physical restraint; Knowledge of Union City Police Department, policies and procedures; Knowledge of geographic layout of the City of Union City; Knowledge of report preparation and record keeping; Skill in planning, directing, supervising, reviewing and evaluating the work of others; Skill in training others in work procedures; Skill in interpreting, applying and explaining complex laws and regulations; Skill in correctly interpreting a given situation and taking appropriate action under a variety of conditions; Skill in exercising tact, self-restraint, judgment and strategy in dealing with people of all races, ethnicities and socio-economic groups and who may have emotional or physical difficulties; Skill in observing and remembering details of events, names, faces, numbers and physical descriptions; Skill in preparing and maintaining clear, accurate and concise reports and files; Skill in exercising sound independent judgment in emergency or stressful situations. Ability to operate the computer and various programs; Ability to establish and maintaining effective working relationships with those contacted in the course of the work; Ability and willingness to work rotating shift, variable hours and be on call;

JOB CONDITIONS:

Physical Demands:

Visual acuity in both eyes, normal color vision, good accommodation and no field deficits; hear in-person, radio and telephone conversations; recognize differences or changes in sound patterns, loudness or pitch; speak audibly and clearly; identify and distinguish smells of different materials; sit or stand for prolonged periods; walk, run, kneel, stoop, crawl and crouch; make precise and coordinated finger, hand and limb movements; maintain uniform, controlled hand-arm posture or movement; push, pull or drag an adult (averaging 160 pounds); lift and carry boxes of evidence (average 50 pounds); use force to restrain/subdue others; work efficiently for long periods of time.

Work Environment:

Work is performed in a variety of field and office settings and may require exposure to dangerous and life-threatening situations. Must be willing to carry a firearm on and off the job; mentally and physically capable of using deadly force, if justified; willing to work any hour of the day or night (shift work), overtime, weekends, on call and holidays; work at any location in the City and travel on specific assignments.

Supervisory and Management Responsibility:

The position has direct supervision over patrol officers, master patrol officers, and other assigned staff.
