DEFINITION

To supervise, assign, and participate in the work of patrol or investigative staff on an assigned shift; to


supervise and personally perform work activities related to assigned area, including investigatory, patrol,


communications, and traffic duties; and to perform a variety of technical tasks relative to assigned area


of responsibility.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from higher level police management personnel.


Exercises general supervision over sworn and non-sworn technical and clerical personnel.

Essential Functions

:

Plan, prioritize, assign, supervise and review the work of patrol officers on an assigned shift; provide overall technical and administrative direction to personnel on an assigned shift. Participate in the selection of staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures. Participate in the development of training activities for departmental personnel; advise and instruct sworn and non-sworn staff regarding applicable policies, procedures and tactics. Recommend and assist in the implementation of goals and objectives; establish schedules and methods for operations and services; assist in the development and implementation of policies and procedures; make recommendations for budget expenditures and equipment needs. Supervise and participate in all normal shift duties as assigned, including enforcing local and State laws, patrol activities, issuing citations, making arrests, transporting offenders, conducting investigations, performing traffic control activities and other activities and duties within the range of operations. Review the work of departmental personnel to ensure compliance with department policies and procedures; review reports submitted by officers to
verify completeness and compliance with required standards.
Participate in the supervision and coordination of the jail operations and activities; guard and transport prisoners. Respond to major crimes, accident scenes and emergencies; assume initial command; oversee investigation and review of crimes, accidents and
injuries.
As assigned, participate in and coordinate investigation activities; review reports for investigative conduct and participate in criminal investigations
as appropriate; complete and execute search warrants; participate in surveillance activities; gather and evaluate intelligence; conduct and participate in criminal investigations, including those for narcotics and gang activities; conduct and participate in interrogations and interviews; testify in court and assist prosecuting personnel with disposition of cases.
As assigned, participate in and coordinate the activities and services of an operational patrol shift; monitor incident response; maintain contact with officers on shift when assigned to field units; follow-up on problems and complaints during shift; advise patrol officers on appropriate activities and response. Perform duties of dispatcher in their absence. Relieve dispatcher during break time. Perform matron duties as needed.

Marginal Functions:

Respond to requests and inquiries from the general public. Attend and participate in professional group meetings; stay abreast of new trends and innovations in the law enforcement field. Plan, coordinate, and supervise traffic control activities for special events, parades, and street closures. Perform related duties and responsibilities as required.

Requirements:

Knowledge of:

Operations, services and activities of a law enforcement program.


Offensive and defensive weapons nomenclature and theory.


Self- defense tactics.


Interviewing and interrogation techniques.


Modern and complex principles and practices of law enforcement, to include applicable community policing techniques.


Modem police methods and procedures related to patrol, traffic control, and investigation and identification techniques.


Principles and procedures of crime prevention.


Departmental rules and regulations.


Modern personnel procedures including disciplinary processes, performance management systems and staff development programs.


Modem office procedures, methods and computer equipment.


English usage, spelling, grammar and punctuation.


Pertinent Federal, State, and local laws, codes and regulations with particular reference to the apprehension, arrest, and custody of persons committing misdemeanors and felonies, including rules of evidence pertaining to the search and seizure and the preservation of evidence in traffic and criminal cases.

Meet Department Firearm Qualification and Taser Qualification Requirements.


Obtain Intoxilyzer Certification.


Supervise, organize, and review the work of sworn and non-sworn personnel on assigned shift.

Experience and Training Guidelines

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:

Three years of broad and extensive experience in municipal police work.

Training:

Equivalent to the completion of the twelfth grade.

License or Certificate

Possession of, or ability to obtain, an appropriate, valid Kansas driver's license.


Possession of, or ability to obtain, appropriate certification as a peace officer for the State of Kansas.


Possession of, or ability to obtain, an appropriate, NCIC terminal operators permit.

WORKING CONDITIONS

Environmental Conditions:


Work in an office or emergency peace control environment; may work in intense life-threatening


conditions; exposure to dangerous persons, firearms, bodily fluids, and noise; may be exposed to


emergency and disaster situations; may work in stressful situations.

Physical Conditions:

Essential and marginal functions require maintaining physical condition necessary for sitting, standing,


running, walking, crawling, climbing, stooping and lifting for prolonged periods of time; and in operating


a motorized vehicle.
