The Reedley Police Department is recruiting for

one

(1) Police Commander

position.

The Position Information section below lists the minimum requirements to be considered for this position. In addition to the minimum requirements, five (5) years of supervisory law enforcement experience and a degree in Criminal Justice or a related field are desirable qualifications for this position.

This position is in the Police Department and works under the immediate supervision of the Police Chief. This position is in the Unrepresented Employee Group, and subject to the terms and conditions of employment as specified in the current Unrepresented Salary and Benefits Resolution and the City's Personnel Policies & Procedures Manual. DEFINITION



Under general direction, to serve as Division Commander having direct administrative control over an assigned Division; to supervise, plan, and coordinate the activities and operations of an assigned Division within the Police Department; to coordinate assigned activities with other divisions, outside agencies, and the general public; and to provide highly responsible and complex staff assistance to the Police Chief.



SUPERVISION



Exercises direct supervision over supervisory, professional, technical, and clerical staff.



EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES



(may include, but are not limited to, the following)Coordinate the organization, staffing, and operational activities for an assigned division within the police department. Participate in the development and implementation of goals, objectives, policies, and priorities for the assigned operations or program; identify resource needs; recommend and implement policies and procedures. Select, train, motivate and evaluate assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures. Direct, coordinate and review the work plan for the assigned operations or program; meet with staff to identify and resolve problems; assign work activities and projects; monitor workflow; review and evaluate work products, methods and procedures. Identify opportunities for improving service delivery methods and procedures; review with appropriate management staff; implement improvements. Participate in the development and administration of the assigned budget; forecast additional funds needed for staffing, equipment, materials, and supplies; direct the monitoring of and approve expenditures; recommend adjustments as necessary. Coordinate assigned services and activities with those of other divisions and outside agencies and organizations; maintain and facilitate public relations and cooperative working relationships with news media, schools, local organizations and the general public; attend and speak at various community functions and meetings. Provide assistance in; preparing and presenting staff reports and other necessary correspondence. Conduct internal investigations of citizen and officer complaints as assigned; mediate conflicts between department personnel and citizens. Perform special assignments and investigations, as assigned. Act as Police Chief when assigned by the City Manager or Police Chief. Assume immediate command of police activities in the event of an emergency until relieved by a superior officer; respond to major crime and accident scenes; supervise investigations, interviews, and interrogations in the field; personally conduct highly complex or sensitive investigations; oversee and participate in the collection and processing of evidence. Review the work of departmental personnel to ensure compliance with department policies and procedures; review daily log and reports submitted by officers to verify completeness and the meeting of prescribed standards. Oversee the use and care of equipment. Maintain and prepare various records and reports. Respond to and resolve difficult inquiries and complaints. Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of law enforcement. Review new laws and ordinances; develop and implement directives and procedures in response to changes. Evaluate department training needs and make recommendations; coordinate, develop, implement, and monitor training programs for the department including remedial training, firearms, equipment, and self-defense training, and field training.

JOB RELATED AND ESSENTIAL QUALIFICATIONS





Knowledge of

Operational characteristics, services and activities of a comprehensive law enforcement program. Modern and complex principles and practices of law enforcement program development and administration. Law enforcement theory, principles and practices and their application to a wide variety of services and programs. Pertinent Federal, State and local laws and ordinances, particularly with reference to apprehension, arrest, search and seizure, evidence and records maintenance, and traffic control. Modern investigative methods including interviewing and interrogation techniques. Technical and administrative phases of crime prevention and law enforcement including investigation and identification, patrol, traffic control, records management, and care and custody of property. Recent court decisions and how they affect department and division operations. Functions and objectives of Federal, State, and other local law enforcement agencies. Use of firearms and other modern police equipment. First aid principles, practices and techniques. Self-defense tactics. Principles of budget preparation and control. Principles of supervision, training and performance evaluation. Modern office practices, methods, and computer equipment. Principles and procedures of records keeping and reporting. Local geography, city streets, public buildings, and businesses. Safe driving principles and practices.

Skill to

Operate modern office equipment including computer equipment. Operate firearms and other modern police equipment. Operate a motor vehicle safely.

Experience and Training Guidelines



Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:



Experience

Four years of responsible law enforcement experience including two years of supervisory experience.

Training

Equivalent to the completion of the twelfth grade supplemented by specialized training in law enforcement and college level course work in police science, public or business administration, or a related field.

License or Certificate

Possession of POST Supervisory Certificate Possession of, or ability to obtain within two years, a P.O.S.T. Management Certificate. Possession of a valid California driver's license.

Special Requirements



Essential duties require the following physical skills and work environment:Work is normally performed in an office environment. Some work occurs outside of the office environment such as responding to calls/incidents. When responding to occasional calls/incidents there may be full exposure to the elements and an incumbent may perform strenuous physical activity for periods of time requiring physical strength and endurance. In the office, an incumbent uses a computer, keyboard, and related equipment, walks, sits, and stands for periods of time. An incumbent drives a vehicle on City business and when responding to a incident, may run on slippery/uneven surfaces, climb ladders and stairs, walk on ledges, jump down from elevated places, kneel, crouch, twist, reach, bend, crawl in confined spaces, and grasp, lift, carry, push, pull, and drag equipment and other items weighing up to 50 pounds. Incumbents may occasionally perform a number of other physical tasks including physically restraining/subduing combative individuals, using bodily force to gain entrance through barriers, drawing and firing a handgun, shotgun, or other weapon, administering first aid and in an emergency, pushing, pulling, dragging, and moving suspects and/or others weighing up to 150 pounds. During the course of some tasks, an incumbent may be exposed to blood, other bodily fluids/products, communicable diseases, extreme noise, grease/oil, a variety of fumes, solvents and chemicals, electrical hazards, vehicular traffic and smoke. Incumbents must be able to meet the physical requirements of the class and have mobility, balance, coordination, vision, hearing, sense of smell, and dexterity levels appropriate to the duties to be performed.
