Job Title: Police Administrative Coordinator

GENERAL PURPOSE
Performs a variety of
advanced level, technical, complex and routine administrative
duties as needed to expedite the administrative processes and procedures needed to support the functions of the Police Department.
SUPERVISION RECEIVED
Works under the close to general supervision of the Chief of Police.
SUPERVISION EXERCISED
May provide supervision to clerical staff while in training or on a project-by project basis.
ESSENTIAL FUNCTIONS
Performs confidential administrative and clerical functions for Chief of Police and other personnel including but not limited to, composing and preparing written correspondence, statistical reports, forms and data for departmental publication, statements, memoranda, and other material requiring knowledge of format and presentation and judgment as to content, accuracy and completeness are necessary; takes and transcribes dictation and minutes; coordinates staff recruitments, tracks applicants' schedules appointments, etc.
Prepares departmental purchase orders; assures proper inventory of supplies, uniforms and accessories; orders firearms according to established procedures; solicits and reviews bids from various vendor and suppliers; may negotiate with vendors for cost savings; conducts cost analysis and reconciliations.
Monitors receipt of goods to assure proper deliveries; receives and codes invoices for payment, encumbers accounts to identify obligated funds, submits invoices to finance and monitors fiscal reports to verify accuracy with department records; performs quarterly reconciliation of accounts payable.
Manages special grants and funding programs, i.e., Traffic Safety Grant, Law Enforcement Protection Fund, Local Government Corrections Fund, etc.; monitoring expenditures and reporting requirements.
Monitors budget and tracks expenditures in order to analyze approved budget and actual expenses to help forecast budgetary needs; assists with annual budget preparations; completes budget development as assigned; operates computer as needed to maintain various financial and accounting records; assists to monitor budget and track expenditures; performs daily maintenance of fiscal records as needed to monitor compliance with budget constraints and allocations; apprises management of budget status; prepares and makes revenue deposits with Finance Department..
Coordinates staff recruitment, applicant processing, interviews and onboarding activities. Upon hiring, ensures all necessary email accounts and share/home folders are established; confirm that the individual has access to credentials for LEADS, VPN, TraCS and Spillman (including VPN access); coordinates with the IT Department with a computer, charger and any other IT resources. Coordinates the Police Cadet and Officer application and/or pre-employment process, along with the Human Resources Department which includes an agility test, written test, background investigation and polygraph, medical and psychological examinations and ensures proper documentation is forwarded to Department of Public Safety.
Maintain effective communication with Taos County Spillman TAK to verify the accuracy of access accounts and perform monthly validations. Submit the Municipal Jail Billing Certificate each month to the clerk at the Taos County Adult Detention Center for billing purposes.
Works with the Police Investigators to securely receive, log, tag, inventory, store, monitor and control distribution of, transport and dispose of all evidence, abandoned and/or found property in compliance of legal chain-of-custody standards, Town ordinances and/or applicable laws.
Logs subpoenas and document dates and times on calendar; downloads in-car cameras and burns recordings to CD; prepares follow-up requests for DA's Office such as copy of reports, in -car video and interviews; assists with finger printing activities and prepares and submits intoxilizer logs.
Assists monitor and maintain daily time clock reports; reviews employee time cards, calculates hours worked and overtime; submits to personnel for processing; monitors employee leave accrual and use to assure accurate leave accounting; prepares and distributes time sheets, prepares schedules; posts vacations; prepares list of available overtime when needed; processes vacation and sick leave and shift trade paperwork; posts schedule.
Assists internal and external customers by providing answers to common questions, disseminating public information, performing background investigations and records tracking activities, etc. as needed.
Operates personal computer to enter and maintain accurate, comprehensive and up-to-date data related to accounting system, incidents, complaints offenses, juvenile and adult arrest and citation information, nature of crimes by established categories and classifications; monitors files to assure proper UCR reporting; maintains property and criminal history index files; maintains and updates dispositions in each case and enters changes; performs statistical analysis and general custom reports as requested or required by law.
Assures the proper delivery of documents at various stages of the legal system process; expedites delivery as needed; prepares report and citation files for court appearances; distributes court notices to police personnel; receives verification of notice and files appropriate records.
Collects data from various departmental divisions and programs; organizes information into reports and various informative documents; maintains records and report files in a complex filing system to provide easy access to records; maintains schedules and check lists; performs general bookkeeping; maintains office inventory and orders supplies.
Assists with accreditation processes, documentation, and compliance standards. Attends training as required by the department or law to maintain certifications (if any), stay current on departmental operations, enhance employee performance and IPRA laws. Provides administrative support in all areas of personnel management, budgeting, procurement, grant compliance, and records management.
Performs other related duties as required.
MINIMUM QUALIFICATIONS
Education and Experience:
Graduation from high school with course background in secretarial science, general office practice and procedures; plus, one (1) year of specialized training related to above duties; AND Five (5) years of responsible experience performing above or related duties; OR An equivalent combination of education and experience.
Knowledge, Skills, and Abilities:
Considerable knowledge
of computer operations and various software applications related to word processing, data process, spreadsheets, email (Microsoft Office preferred); modern office practices and procedures; grammar, police records management requirements, NIBRS codes; proper grammar, spelling and punctuation; standard office practices and procedures related to records filing systems (alphabetical and numeric files) and maintenance; telephone etiquette.
Some knowledge
of administrative procedures; legal processes associated with the maintenance of public records and documents; interpersonal communication skills, bookkeeping and basic accounting.
exercise initiative and independent judgment and act resourcefully under varying conditions; take shorthand or speed writing; maintain strict confidentiality related to sensitive administrative and legal information; communicate effectively verbally and in writing in English; follow written and oral directions; establish and maintain effective working relationships with fellow employees, elected officials, other agencies and the public; perform general bookkeeping; establish and maintain comprehensive records and files; work under time pressure and deadlines; work in a fast paced environment with changing priorities.
Special Qualifications:
Must be able to type 60 wpm. Shorthand or speedwriting helpful but not essential.
Must possess a valid State of New Mexico driver's license.
May be required to communicate orally and in writing in the Spanish language.
May be required to be a notary public.
Must be NICIC certified or be able to obtain certification within 30 days of hire.
Work Environment:
Incumbent of the position performs in a typical office setting with appropriate climate controls. Tasks require variety of physical activities, not generally involving muscular strain, related to walking, standing, stooping, sitting, reaching, and lifting (50 lb). Essential functions require talking, hearing and seeing. Rapid work speed required to perform keyboard operations. Common eye, hand, finger, leg and foot dexterity exist. Mental application utilizes memory for details, verbal instructions, emotional stability, discriminating thinking and some creative problem solving. May be exposed to physical evidence involved in and photos of crime scenes.
