Duties

These positions are located within the Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), Gulf of Mexico OCS Region (GOMR), Office of Production and Development, Development and Unitization Section in Jefferson, LA.

At the full performance level (GS-12) the major duties of this position include, but are not limited to the following:

1. Reviews technical data and performs economic evaluations concerning Royalty Relief, Premature Abandonment, and Lease Paying Quantity determinations. Recommends approval or denials of proposed royalty relief applications, premature abandonment reviews, or lease paying quantity issues.
2. Processes complex suspensions of production and operations (SOP\'s and SOO\'s) applications submitted by OCS operators and develops a recommendation for the Supervisor. Assures the sequence and timeliness of the scheduled development activities are sufficient to minimize the time necessary to commence production on the lease.
3. Evaluates requests to confirm royalty suspension volumes regarding Shallow Water Deep Gas Royalty Relief and Deepwater Royalty Relief. Develops recommendations for appropriate action and prepares correspondence to the operator.
4. Reviews Plans of Exploration (POE\'S) and Development Operations Coordination Documents (DOCD\'s) to ensure strict compliance to SOP activity schedules and to protect Federal Government royalty interests due to potential drainage and resolves any conflicts that may arise.
5. Performs oil and gas field studies, including engineering assessments for competitive reservoir determinations and the payment of compensatory royalty payments using graphical techniques, engineering methods and geologic and economic analyses. Prepares engineering and technical reports.

BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

This position is included in a bargaining unit. The American Federation of Government Employees (AFGE), Local 2802, is the exclusive representative of all employees in this bargaining unit.

To qualify for this position, you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience AND/OR Education for the series/grade to which you are applying.

Individual Occupational Requirements
(1) Basic Educational Requirements:
To be eligible for this position, you must meet either A or B below for the series to which you are applying.
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor\'s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience - college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
  • Professional registration or licensure
  • Written Test
  • Specified academic courses
  • Related curriculum

To qualify for the GS-07, you must possess at least one full year of specialized experience equivalent to at least the GS-05 grade level in the Federal service, or comparable experience not gained through Federal service and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. Working with petroleum engineering principles that are best practices for the extraction of oil and gas.

B: Education: You may substitute education (education that is directly related) for experience at the GS-07 level if you have achieved:

One year of progressively higher-level graduate education.

Successful completion of a 5-year program of study of at least 160 semester hours leading to a bachelor\'s degree in engineering.

A: GS-09 Specialized Experience:
To qualify for the GS-09, you must possess at least one full year of specialized experience equivalent to at least the GS-07 grade level in the Federal service, or comparable experience not gained through Federal service and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. Working with petroleum engineering principles that are best practices for the extraction of oil and gas; AND
2. Assisting in petroleum economic determinations including oil reservoir evaluation, gas reservoir evaluation, and/or expected ultimate recovery.

C: Appropriate Combination of Graduate Education and Experience:

C: Combination of Graduate Education and Experience: A combination of successfully completed graduate education (only successfully completed education beyond the second year (or 36 semester hours) is creditable towards meeting this requirement) and specialized experience equivalent to the GS-9 level that is related to the position and total 100% of the requirement for this grade level.

GS-12 Specialized Experience:
To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. Working with petroleum engineering principles that are best practices for the extraction of oil and gas; AND
2. Assisting in petroleum economic determinations including oil reservoir evaluation, gas reservoir evaluation, and/or expected ultimate recovery; AND
3. Applying laws, regulations, and/or policies governing oil and gas exploration and/or oil and gas development. AND
4. Performing decline curve analysis to determine oil and gas reserves. MUST MEET ALL

How You Will Be Evaluated


You will be evaluated for this job based on how well you meet the qualifications above.
