Position Overview:
The Permitting Manager will lead all environmental permitting, regulatory interface, and compliance activities for a major Department of Energy (DOE) nuclear project. This position requires deep technical knowledge of federal and state environmental regulations, strong experience interfacing with DOE, EPA, and state regulators, and a proven ability to develop permitting strategies that enable safe, compliant, and efficient project execution.
The Permitting Manager will oversee environmental compliance documentation, manage permitting schedules, coordinate with internal engineering and construction teams, and negotiate permit conditions and regulatory paths with key agencies. This role requires a senior leader who can balance technical, regulatory, and project needs to support complex nuclear and environmental cleanup work.
Key Responsibilities:
Regulatory Strategy & Permitting: Develop, lead, and implement permitting strategies for nuclear, radiological, and environmental project activities under DOE, EPA, and state jurisdiction.
Prepare, manage, and obtain approval for environmental permits including NEPA, RCRA, waste, water discharge, and land-disturbance permits.
Ensure all project activities comply with federal and state environmental regulations, DOE directives, and site-specific regulatory agreements.
Lead development and review of CERCLA and other regulatory documentation needed for project design, construction, operations, and remediation.
Regulator & Stakeholder Interface: Serve as the primary point of contact with DOE, EPA, state environmental agencies, local governments, and stakeholder groups.
Negotiate permit conditions, regulatory milestones, and compliance pathways to facilitate project progress.
Coordinate and document public meetings, hearings, and community engagement related to permitting actions.
Program & Project Management: Manage environmental permitting workflows, schedules, deliverables, and integration with engineering, construction, and operations teams.
Ensure alignment of permitting activities with project baselines, risk profiles, and construction plans.
Lead multidisciplinary teams of scientists, engineers, and regulatory specialists in developing compliance documentation and technical analyses.
Environmental Compliance & Technical Oversight: Oversee preparation of environmental assessments, technical analyses, impact evaluations, and mitigation plans.
Manage sampling, characterization, and monitoring programs necessary to support permitting or compliance reporting.
Support long-term stewardship, monitoring, and remedial action plans related to project facilities and operational impacts.
Qualifications
Bachelor's degree in environmental science, engineering, or related field.
15+ years of environmental permitting and regulatory compliance experience for DOE, federal, or nuclear/hazardous sites.
Demonstrated success securing regulatory approvals for complex environmental or nuclear projects.
Experience working directly with DOE, EPA, and state environmental agencies.
Experience with CERCLA, NEPA, RCRA permitting, and DOE nuclear environmental programs.
Strong ability to lead multidisciplinary teams and collaborate with federal, state, local, and commercial stakeholders.
Excellent communication and negotiation skills with regulators and the public.
Project Management Professional (PMP) certification or similar project management credentials preferred.
