Nature of Work

This is a supervisory role, which works under the general supervision of the Building Official. Primarily focused on providing a high level of in-house training and oversight while ensuring excellence in stakeholder customer service. Work consists of establishing and the timely processing and detailed review of each building permit application, permit holder building inspection requests, and routine building permit application daily activities. Work includes a wide variety of tasks standardized in terms of approach, practices, and methods using knowledge of laws, regulations, codes, and policies and procedures. This position supervises the permits team members, as well as works closely with the licensing and trades investigators, building inspection and plan review teams, building permit applicants, contractors, developers, citizens, and design professionals throughout the life cycle of the building permit. This position occasionally works with other Bay County departments to ensure consistent practices and customer service with a results-oriented mindset.


Essential Functions and Responsibilities

Supervises, trains, and provides guidance to the Permit Technicians, ICC Certified Permit Technicians, and Building Safety Information Systems Coordinator. Manages and oversees the online Contractor Licensing Module for the Building Safety Division. Completes departmental accounting functions, which support the collection of various fees associated with permitting activities, impact fees, and license renewals, Maintains daily, monthly, quarterly, annual reports and files pertaining to the permitting process. Manages the calendar and coordinates schedules to provide coverage and appropriate staffing. Investigates, assigns, and answers various questions concerning permits and assists the permit technician team in directing phone calls to the appropriate in-house subject matter expert, clarifies the building permit application process both internally and externally, and documents and resolves citizen complaints. Participates in the recruiting, interviewing, and hiring processes for the permit team; provides technical guidance and assistance, completes performance evaluations, and initiates disciplinary procedures, as needed. Oversees the building permit application process, which includes receiving, processing, fee calculations, and issuance of all residential and commercial building permit applications, to include mobile home, electrical, plumbing, mechanical, swimming pool, gas, and accessory structure permits. Serves as a core team member for building permit and payment processing software development, managing permission, XOTP permissions, processing software issues with software contractors, and serving as a permitting software subject matter expert and liaison to the community users. Prepares forms and correspondence independently to include permit refunds for the Building Official's signature. Provides prompt and courteous customer service as required and as related to the performance of the permit technician team, including, ensuring the public is greeted and welcomed professionally to the office. Manages the fulfillment of Public Record Requests dealing with Building Safety permits and records in conjunction with the County Attorney's Office. The employer may add to or change duties at any time and as determined by the County and its leaders to best ensure that the public is served through the work of the Department. Performs other related duties as assigned.

Minimum Qualifications

Bachelor's degree from an accredited college of university in public administration, business administration, construction management, or any closely related field; AND Three (3) years of administrative experience with extensive data entry and customer service, including investigative experience working with the public to resolve complaints and experience in the building industry; OR An equivalent combination of related education and/or experience. Must be able to be appointed a Notary Public within one (1) year of hire as a condition of employment. A minimum of six (6) months' experience with Trakit, CityView, or a similar computer based multi-platform software permitting system is preferred.


LICENSES AND/OR CERTIFICATIONS:



Possession of or ability to obtain and maintain a valid Florida driver license upon offer of employment with a driving record acceptable to the County Driving Policy and insurance program. Possession of and maintain certification as an ICC Certified Permit Technician as a condition of employment. Possession of or obtain and maintain certification as an ICC Certified Permit Specialist within one (1) year of hire as a condition of employment.

Knowledge, Abilities and Skills

Knowledge of applicable Federal, State, and local laws, ordinances, regulations, and guidelines. Knowledge of all types of licenses required by various trades. Knowledge of all phases in the building and permitting process and ability to apply. Knowledge of CityView to include internal and external users. Knowledge of business English, spelling and math. Knowledge of scheduling management software system is preferred. Knowledge of the rules and regulations of a Florida Notary Public is preferred. Knowledge outstanding project management and organizational skills. Proficient in the use of MS Word, Excel, and Outlook is essential. Ability to be appointed a Notary Public within one (1) year of employment. Ability to operate point of sale and credit card machines. Ability to comprehend, speak and read the English language. Ability to have and maintain good interpersonal and communication skills to deal with the public. Ability to plan, direct, supervise, coordinate, and organize staff work assignments. Ability to work independently on complex, non-routine and confidential task and make decisions in accordance with County policies. Ability to present a trained team of staff that can explain and enforce regulations firmly, tactfully and impartially to the general public. Ability to organize tasks and working environment in order to maximize efficiency with attention to customer service. Ability to function as a team player with observations skills, typing, computer skills and knowledge. Ability to record information accurately and in a timely manner. Ability to understand and follow oral and written instructions. Ability to make decisions in accordance with laws, regulations or policy and apply these to work problems. Ability to receive the public with considerable poise, tact, patience, professionalism, and courtesy. Ability to establish and maintain harmonious working relationships with other employees. Ability to make decisions in accordance with the rules and regulations and policies and apply these to work problems.


PHYSICAL REQUIREMENTS/ENVIRONMENTAL CONDITIONS:



Work is primarily performed in an indoor, climate-controlled environment and is nearly absent from disagreeable elements (e.g., irate customer, extreme noise, heat, odors, heights and/or dust).



This is primarily office work requiring limited physical effort. This position requires stooping, crouching, walking, pulling, lifting, grasping, hearing, visual acuity (i.e. seeing up close, seeing far away, depth perception), kneeling, reaching, pushing, talking, standing, climbing, finger movement, repetitive motions. Occasional lifting of up to 25 pounds, and may require lifting up to 50 lbs.



WORK LOCATION:



Remote Eligible -

This position is assigned to a county worksite. However, in the sole discretion of Bay County BOCC, this position may be eligible for telework within the State of Florida.
